Description
As a result of past market research and a recently completed pilot project, the Social Security Administration (SSA) intends to acquire up to 3,000 licenses of Dragon Systems' Naturally Speaking Preferred speech recognition software product. At a minimum, this software shall meet the following basic requirements for operating in the SSA IWS/LAN (Intelligent Work Station/Local Area Network) environment: (1) It must be compatible with and able to execute under version 4.0 of the Windows NT operating system, with service pack 4 or later installed. It must be able to transition to Windows 2000 without an additional upgrade. (2) It must operate within Office 97 suite of MicroSoft products and transition to Office XP in the future without an additional upgrade. (3) It must not occupy more than 300 MB hard disk space on the PC. (4) It must have a headset microphone with a standard input jack. It cannot have a USB input jack. (5) The package has to be readily available in the open market and have an established market presence. (6) The manufacturer of the product has to have the necessary financial and technical stability to support SSA?s needs through the full product lifecycle. At a minimum, the speech recognition input system shall also provide the following functions when used in conjunction with all user software: (1) Ability to use a spoken word or phrase to state a command or string of commands at the operating system level and the application level. (2) Ability to use natural language commands for editing, formatting and controlling applications. (3) Hands-free execution of a command or string of commands effecting all features of application software on the workstation via spoken word or phrase(s). (4) User access to predefined vocabulary sets which include user-controllable editing and cursor movement functions for all workstation and LAN-based applications software. (5) Control over the operating system and applications without changing the current mode of operation. (6) The capability of creating custom commands for inserting text and graphics in any application. (7) Recognition of a minimum of 250,000 words in the primary vocabulary which can be recognized at any time without switching vocabularies. (8) Must include a head-set microphone with a noise-canceling function which provides the highest possible reduction in ambient noise. (9) The capability of data entry at a minimum of 90 words per minute for general purpose dictation. (10) Response time for any word in the vocabulary of less than one (1) second. Additionally, the software must be licensed on a user basis and not a workstation or device basis. Quick reference material shall be delivered for each user license. All user manuals delivered with the software must be original and phototypeset (or high quality printed output). Manuals must be the same quality as those provided by the manufacturer to its commercial customers. Documentation for this device shall be provided in both printed and electronic (word processing) format. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties must respond to this notice in writing with in 14 days from the date of this publication. The Government does not intent to pay for information received. REQUESTS FOR COPIES OF A SOLICITATION WILL NOT BE HONORED OR ACKNOWLEDGED.
