Description
The US Army Special Operations Command has a requirement to purchase Basic Close Combat Instructor training in the Linear Infighting Neurological Override Engagement (LINE) system in support of the Special Forces Qualification Course for the period 30 September 2002 through 29 September 2003. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; no written solicitation will be issued. Bids are being requested and a written solicitation will not be issued. Award will be made on the Best Value to the Government considering ability to meet the requirements of the Statement of Work, Past Performance, location for training if other than Fort Bragg, NC and Price. These factors are in descending order of importance. Price becomes more important as the rating of the other factors becomes equal. STATEMENT OF WORK: C.1.1. SCOPE OF WORK: The Contractor shall provide LINES Training (LINE 1-6), Basic Close Combat Instructor Course in support of the Special Forces Qualification Course (SFQC) for the base period 30 September 2002 through 29 September 2003, to include all instructor support, course materials, remedial training, testing, consultation and training certificates and any other items or services necessary to meet all the requirements contained herein. C.1.2. BACKGROUND INFORMATION. C.1.2.1. The 1st Special Warfare Training Group (Airborne) (SWTG) is designated as the Army proponent for selecting, testing evaluating and training, United States Army Special Forces and other specified United States Special Operations soldiers. C.1.2.2. The SWTG has developed a training program, the Special Forces Qualification Course, to take a common soldier from any United States Army unit and make them into a Special Forces Soldier. These soldiers upon completion of their training will be assigned to some of the most elite units in the world. It will be while assigned to these units that the Special Forces soldier will be required to fight in both the conventional and unconventional warfare environment. While in these environments the importance of knowing how to defend oneself with the techniques of hand to hand combat is imperative. C.1.2.3. The Special Forces Qualification Course emphasizes hands-on training. This includes the offensive and defensive techniques of hand to hand combat to teach individuals how to react to potential life threatening situations. C.1.2.4. This portion of the course in part requires soldiers how to deal with psychological aspects of killing, and neutralization of enemy personnel. C.1.2.5. The parameters in which the training requires all techniques end in the opponents death; all techniques easily learned and retained; all techniques can be executed when physically and mentally fatigued and in full combat gear and all techniques are non-vision dominant to enable limited visibility execution. C.1.2.6. Historically, during any phase of the Special Forces Qualification Course, hand to hand combat techniques were taught. As early as 1998, LINES training had been sporadically incorporated into Special Forces training. Most recently during fiscal years 01 and 02 LINES training has become the standard training incorporated into the Special Forces Qualification Course. C.1.3. PERSONNEL C.1.3.1. Contractor Personnel. All personnel employed by the Contractor in the performance of this contract, or any representative of the Contractor entering the government reservation, shall abide by all security and regulations of the Installation which may be in effect during the contract period and shall be subject to such checks as may be deemed necessary to ensure that no violations occur. C.1.4. HOURS OF PERFORMANCE: Generally, course hours will be during PT from 0600-0730 hours starting in Phase III Contractor shall have equipment in place and set up at the designated location prior to start time, and shall not remove equipment until after completion time. C.1.5. SAFETY. C.1.5.1. Contractor shall provide a minimum of two (2) qualified instructors. Training techniques are to be presented in the ?crawl, walk, run? execution sequence that concentrates on repetition of the LINE training techniques taught in the Basic Close Combat Instructor Course. C.2. DEFINITIONS. C.2.1. LINE: The word ?LINE? is used in connection to the contractor and system of instruction which the hand to hand combat training is derived from. C.3. GOVERNMENT FURNISHED PROPERTY AND SERVICES: The Government shall provide personnel and equipment to the Contractor for in support of this contract. C.3.1 Government shall provide (1) Basic Close Combat Instructor Course, certified Instructor for assistance in instruction, safety and adherence to required standards. C.3.2 Government shall provide (1) Medic with aid bag, back board and vehicle to be present at training location prior to conducting training. C.4. CONTRACTOR FURNISHED ITEMS: Contractor shall provide all supplies, services, and equipment for performance in compliance with the requirements herein. C.5. REQUIREMENTS (SUPPLIES AND SERVICES TASKS): C.5.1. TRAINING: Contractor will provide LINES (LINE 1-6) training and certify a minimum of 1000 students per year. During Phase III of SFQC the soldier will be taught LINES 1-3. During phase V the soldier will be taught LINES 3-6, sustain all previous LINE training, be evaluated and tested on the SWARM exercise In accordance with the parameters set prior within this document (See paragraph C.1.2.5.). C.5.2. Contractor will provide additional four (4) 50 hour cadre instructor courses, one (1) per quarter capped at twenty-five (25) cadre members, necessary to ensure further training is properly conducted and staffed. C.5.3. Contractor will provide remedial training to any student identified in the evenings at CCI. C.5.4. Contractor will permit all SWTG personnel and dependent children to train at CCI free of charge, in any/or all civilian martial arts classes during PT hours and during normal hours of operation offered at CCI. C.5.5. Contractor will provide take home package which will include; all lesson plans, training materials to develop a training program to sustain the techniques taught in the Basic Close Combat Instructor course. C.6. CLASS CANCELLATIONS/SCHEDULE REVISIONS: The dates of classes are scheduled not less than thirty (30) days prior to commencement of class. Contractor will be notified by the COR of scheduled class dates not less than twenty (20) days prior to commencement of class. Should a cancellation or schedule revision be required for any reason, the COR shall notify the contractor of the revised training schedule not less than twenty (20) days before the new training date or at the earliest time possible. C.7. PROJECTED CLASS DATES/COURSE SCHEDULE: Courses will be offered to SFQC student personnel, in due course during phase III and V of the SFQC. Scheduling will be IAW unit Physical Training (PT) and will occur a total of eight times during the period of performance. Training for permanent party personnel will be conducted in two-week blocks during normal PT hours and will be conducted quarterly and capped at twenty-five personnel per training block. The first training block (permanent party) is scheduled to begin 30 September 2002. Subsequent training blocks are To Be Scheduled (TBS) but will generally follow the schedule at C.7.1 and C.7.2. (below). C.7.1. Proposals are to be delivered to US Army Special Operations Command, ATTN: AOCO, Building E-2929, Desert Storm Drive, Fort Bragg, NC 28310-5200 not later than 1400 hours 17 September 2002. This action is 100% Set Aside for Small Business under NAICS Code 611699 ($5.0 million). All responses from responsible sources submitting the required information will be fully considered. No additional synopsis will be published. Failure to provide adequate information to reflect compliance with the specifications of the required items here in will result in disqualification.
