NAICS Code: 541990 NAICS Code: 541990 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FEDERAL ACQUISITION REGULATION (FAR) SUBPART 12.6 "SOLICITATION FOR COMMERCIAL ITEMS", AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is RFQ-RT-02-00425 , and the solicitation is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-09. The associated North American Industry Classification System (NAICS) Code is 541990 and the small business size standard is $6 million. Full and open competition procedures will be utilized. A firm, fixed-price purchase order is anticipated to result from the award of this solicitation. PURPOSE: The U. S. Environmental Protection Agency (EPA) has the need for professional services in the synthesis of 3H-labeled pyrethroid pesticides. DESCRIPTION OF WORK: 1. The contractor shall prepare and provide one (1) mCi each of 3H-labeled deltamethrin, bifenthrin, and permethrin. The chemicals shall have (greater than or equal to) 95% radiochemical purity and a specific activity of (greater than) 1Ci/mmol. 2. The contractor shall provide a brief description of the analytical methods used to verify the radiolabelled purity of the chemicals. The contractor shall provide summary data demonstrating the purity of radiolabelled chemicals. DELIVERABLES: 1. Prepare and deliver one (1) mCi each of deltamethrin, bifenthrin, and permethrin. The chemicals shall have (greater than or equal to ) 95% radiochemical purity and a specific activity of (greater than) 1Ci/mmol. 2. A written report delivered to the Project Officer that includes data that demonstrates the radiochemical purity of the chemicals. The proposed firm-fixed-price for the entire project shall be provided. Items will be shipped FOB Destination to the U.S. Environmental Protection Agency, Attn: Michael F. Hughes, 4930 Page Road, Research Triangle Park, NC 27711 no later than 60 days after award. Proposal Instructions and Evaluation Criteria: (i) TECHNICAL CAPABILITIES CRITERIA: 1) Brief explanation of methods for preparation of chemicals; 2) Provide a brief description of the analytical methods used to verify the radiolabelled purity of the chemicals; 3) Ability to meet the deadline for the project; 4) Plan to submit a final report (ii) PAST PERFORMANCE: Provide 3 references (quality of product or service, timeliness of performance, ability to adhere to deadlines, and overall customer satisfaction); and (iii) PRICE. Award will be made to the offeror whose offer is the lowest priced offer meeting all of the technical requirements. Offerors must satisfactorily meet all of the technical requirements to be considered "technically acceptable". The Government intends to award a single firm-fixed-price purchase order to the responsible offeror whose proposal is the lowest price technically acceptable. The Government reserves the right to require additional pricing information if necessary to determine that the proposed price is reasonable. All offerors are to include with their offer a completed copy of provision 52.212-3, Offeror Representations and Certifications -Commercial Items. The following FAR clause applies to this acquisition: 52.212-4, Contract Terms and Conditions-Commercial Items.
