- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-09. This acquisition is set aside for small businesses only. The associated NAICS code is 511210 and SIC Code is 7372 with a $21M size standard. Item to be purchased: SuperAgent response time analyzer that identifies the source of slow application performance across wide area networks with no need for endpoint agents. This software separates response time into application, network, and server delay components, enabling rapid troubleshooting of application performance bottlenecks. The key features include isolating problems quickly, analyzing key factors, monitors all user transaction for any TCP-based applications, auto-baselines, and allows implementation of standalone or multi-unit configuration. Also one year of support maintenance must be included as well as 2 days of on-site implementation and training at Edwards AFB, CA. The product descriptions provided above are meant to show the Government?s minimum requirements. Offerors can quote with equal items, but must submit convincing evidence of capability and compatibility of replacements. Offerors quoting equals must provide descriptive literature to the extent necessary to allow the Government to determine the technical acceptability of the equal item. Required delivery is no later than 4 weeks upon receipt of order. All bidders must submit completed FAR clause 52.212-3, Offeror Representations and Certifications--Commercial Items with the offer. If the offeror does not have a copy of this provision, go to http://farsite.hill.af.mil and look up the FAR clause or contact the contract specialist by email only to receive a copy. Any responses received without 52.212-3 will be considered non-compliant. Additionally all bidders must be current registrants in the Central Contractor Registration database (www.ccr.gov) to be considered. The following FAR/DFAR clauses also apply to this acquisition and can be found at the FARSite (http://farsite.hill.af.mil): 52.212-4, 52.212-5(DEV) with the following clauses checked: 52.222-26, 52.222-35, 52.222-36, 52.225-1, 52.247-64, and 52.222-41, 52.232-33, 52.252-2 and 252.204-7004. Any questions concerning this synopsis should be submitted to the Contract Specialist by email only. Offers are due at the Air Force Flight Test Center, Directorate of Contracting, 5 South Wolfe Avenue, Edwards AFB, CA, 93524 by COB (1630 PST) on the posted closing date and are limited to 15 pages excluding FAR 52.212-3.
