- This is a combined synopsis/solicitation for products issued by the 55th Contracting Office, Offutt AFB, Nebraska. This document was prepared in accordance with the format found in the Federal Acquisition Regulations Document (FAR) subpart 12.6, as supplemented with additional information included in this notice. This electronic announcement is the only solicitation being issued. A WRITTEN SOLICITATION WILL NOT BE ISSUED. Reference number F697IS22390100 is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions/clauses are those in effect through Federal Acquisition Circular (FAC) 2001-09. This procurement is 100% set aside for small business. The NAICS Code for this solicitation is 334220 with a size standard of 750 employees. The government intends to issue a purchase order for the following products to be used in Airborne Communications: (1) 150 SOFTTOP Headset Cushions, P/N 10006 (or equal); (2) 150 SOFTSEAL Ear Cushions, P/N 20005 (or equal); (3) 150 SOFTSKINS Ear Seal Covers, P/N 29118 (or equal); (4) 150 HUSHKIT Earcup Insulation, P/N 92005 (or equal). All line items for purchase should be included in the quotation because NO PARTIAL QUOTES WILL BE CONSIDERED. All quotes should be received by September 13, 2002 at 12:00pm, CST and sent back electronically via e-mail, if possible or by fax. THE CONTRACTOR MUST BE REGISTERED IN CENTRAL CONTRACTOR REGISTRATION (CCR) PRIOR TO AWARD. IF NOT ALREADY REGISTERED IN CCR, GO TO WWW.CCR.GOV TO REGISTER PRIOR TO SUBMITTING QUOTE. The following clauses and provisions will apply to this acquisition. FAR 52.212-1, Instructions to Offerors. Offerors shall include a complete copy of the provision at FAR 52.212-3, Offerors Representations and Certifications-Commercial Items, with the offer. The following clauses apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions-Commercial Items. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. 52.222-26, Equal Opportunity (E.O. 11246). 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans, (38 U.S.C. 4212). 52.222-36, Affirmative Action for Handicapped Workers, (29 U.S.C. 793). 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212). The following are also applicable to this acquisition, DFAR 252.232-7009, Payment by Electronic Funds Transfer (CCR). 252.212-7001, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Applicable To Defense Acquisitions Of Commercial Items. 252.225-7001, Buy American Act and Balance of Payment Program (41 U.S.C. 10, E.O. 10582). 252.225-7036, North American Free Trade Agreement Implementation Act (Alt I). DFAR 252.204-7004, Required Central Contractor Registration, is applicable to this acquisition as well. This acquisition is being subject to the availability of funds IAW 52.232-18. Funds are not presently available for this contract. The Governments obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
