Description
The 347 Contracting Squadron/MSCB is seeking sources to enter into a Blanket Purchase Agreement (BPA) for Chemical Fire Suppression systems at Moody AFB, GA approximately 10 miles north of Valdosta, GA. See attached Statement of Work. This agreement will be for a base year (1 Oct 02-30 Sep 03) plus four one-year options. Payment will be made via the Visa Government Purchase Card (GPC). Statement of work CHEMICAL FIRE SUPPRESSION SYSTEMS If there are any questions about the reading of the statement of work call SrA Register at (229)257-4917, and I could fax it to you for a little more clarification. STATEMENT OF WORK 1. Location of Work: All Work described in this Statement Of Work (SOW) shall be performed at Moody Air Force Base, Georgia, ten (10) miles north of Valdosta Georgia. Work is to be accomplished on the fire suppression systems in the hoods over the cooking equipment in Buildings 207, 571, 583, 901, 904, and 1806. 2. Description of Work: The work consists of furnishing all labor, equipment, materials, and related items necessary to perform semi-annual operation test and annual inspection on chemical extinguishing systems in six (6) buildings. The work also is to include the recharging of chemical in the cylinders of these systems if chemicals are discharged while the contractor is servicing the system, and all clean up of discharged chemical. 3. Inspections and Servicing Tasks: 3.1. General: Inspections and servicing tasks shall be performed in accordance with the requirements of the National Fire Protection Association Standard for chemical extinguishing systems, NFPA 17, paragraph 2-11, except as modified herein. 3.2. Semi-annual Inspection: Inspections, tests, and other work to be performed on each system shall include, but is not limited to the following: a. All appliances covered with correct nozzles b. Duct and plenum covered with correct nozzles c. Check positioning of all nozzles d. System installed IAW UL listing e. Pressure guage in proper range (if gauged) f. Check cartridge weight (if applicable) g. Check hydrostatic test date h. Inspect cylinder and mount i. Operate system from terminal link j. Test from proper operation from remote k. Check operation of micro switch l. Check operation of gas valve m. Clean all nozzles n. Assure proper nozzle covers are in place o. Clean and check all fuse links p. Check travel of cable nuts/S-hooks q. Assure that exhaust fan is in operating order r. Fuel shut-off is in the "ON" position s. System operational & seals are in place t. Service & Certification tag is on the system 3.3. Annual Inspection: Perform all inspections, tests and other work as specified to be performed semi-annually and also to include, but not limited to the following: a. Replace all fusible links. 4. Inspection Report: Upon completion of the semi-annual or annual inspection, the contractor shall provide the QAP an inspection report which indicates all those items checked or replaced during the inspection and servicing operation. A separate report shall be submitted for each system serviced and shall include, but not limited to, those items shown in paragraph 3.2. and 3.3. above. 5. Hydrostatic Test: Fire suppression system cylinders that have a date stamp which has expired or will expire before the next scheduled service check shall be replaced during the semi-annual or annual test/inspection. The contractor shall document this replacement on the system inspection report. 6. Schedule: The contractor shall service the fire suppression systems semi-annually in December and June. The contractor shall contact the Maintenance Engineering Inspection Section, telephone (229) 257-2492 or 257-4393, not more than ten (10) days before planned start of work. The contractor will be provided phone numbers for persons to contact in the various buildings and shall schedule work with the user's coordination. The schedule shall be set up to minimize disruption of the user food preparation activities. The contractor shall provide a copy of the schedule to the QAP not less than five (5) working days prior to start of work. 7.
