Description
This is a sole source acquisition for the purpose of obtaining the unique capabilities and expert services of Russian and Graphics, of Gaithersburg, MD, for translation and interpreting services. A three year contract with two one-year options is contemplated. In 1993, the U.S. and Russia signed the Highly Enriched Uranium (HEU) Purchase Agreement. The purpose of the agreement was to reduce the world nuclear proliferation threat by allowing Russia to sell HEU from dismantled nuclear weapons to the U.S. in the form of Low Enriched Uranium (LEU) for use in commercial nuclear power plants. The HEU Transparency Implementation Program (TIP) was established to develop and implement transparency procedures that provide assurance that the nuclear non-proliferation objectives of the Agreement are meet. Assurance is obtained through observation of production processes at Russian plants, assessment of production and shipping documents, and monitoring and measurement of in-process and final product. The proposed procurement is for the translation and interpretation from Russian to English or English to Russian of documents and meetings/negotiations in support of the HEU Transparency Implementation Program. The documents to be translated involve formal agreements on how U.S. and Russia will conduct the program, technical details on how monitors will conduct site visits, technical discussions on the types of data to be viewed and how that data will be interpreted/analyzed, and logistics information on the program and personnel involved. Russian and Graphics has unique capabilities to meet the Statement of Work: (1) Russian and Graphics has translated and interpreted for the HEU Implementation Program since the beginning of the program in 1995. Russian and Graphics has an exclusive corporate history of the Program and of the negotiation strategies with the Russians and how those strategies were translated into the Agreement Annexes. Conducting a new procurement for these services would cause a disruption in the required continuity and efficiency of the program, and would create unduly costs to the Government. (2) Russian and Graphics has a unique understanding of the technical concepts and nomenclature used in the nuclear process of converting high enriched uranium to low enriched uranium. Russian and Graphics has developed a unique glossary of phrases and terminology both technical and programmatic that are used in the program. The glossary is used by Russian and Graphics interpreters to assure consistency in how documents are translated. Sources believing themselves capable of successfully meeting the requirements of the Statement of Work may respond by submitting a Statement of Capability to the Contract Specialist by September 12, 2002.
