Technical Requirements: NGO Development Resident Advisor for Albania The Commercial Law Development Program (CLDP) of the U.S. Department of Commerce seeks an experienced NGO development expert to provide technical assistance to an NGO in Albania and to provide overall support with program implementation. This position will require a commitment for 12 months residency in Tirana, Albania. The selected advisor, if not presently an employee of the U.S. Government (USG), will be compensated at a negotiated annual rate not to exceed $ 120,000, including housing. No medical benefits (other than emergency medical and evacuation insurance), leave or other fringe benefits will be provided. The ideal candidate would have the following qualifications: 1) An MA in a social science related field; 2) At least 4 years of actual work experience on NGO development in the former Soviet Union or Eastern Europe, including demonstrated experience in drafting proposals, developing and tracking budgets, public advocacy, NGO sustainability, capacity training, and long-term strategy development. 3) Actual work experience on NGO development with an NGO focusing on economic development and/or international trade issues in Albania; 4) Demonstrated experience interacting with the Albanian Government and US government officials; and 5) At least 4 years of residency in Eastern Europe and/or the former Soviet Union while working on NGO development. Candidates MUST be U.S. citizens. Only those candidates eligible for interviews will be contacted. Candidates will not be reimbursed for interview incurred costs. The successful applicant will be required to adhere to CLDP conflict of interest and standards of conduct guidelines. STATEMENT OF WORK CLDP NGO DEVELOPMENT RESIDENT ADVISOR FOR ALBANIA Title: NGO Development Advisor for Albania 1. Background The purpose of this contract is to provide technical assistance to a non-governmental organizations (NGO) - the Albanian Center for International Trade (ACIT)- working on international trade related and legal/economic issues pertaining to international trade and WTO in Albania. The Contractor will provide technical assistance to this NGOs on behalf of the U.S. Department of Commerce, acting through the Commercial Law Development Program (CLDP). 2. Description of Work The Contractor will be stationed in Tirana, Albania. The duties of the Contractor will include representation of CLDP=s program as a whole with a focus on daily support to the ACIT. Specifically, the Contractor will be responsible for the following: 1. Working with the ACIT on institutionalization of business practices such as financial management, resource allocation, human resource development, financial report drafting, board relationship development, etc. 2. Working with the ACIT on developing work plans and program implementaion in accordance with the workplan, funder=s expectations and compliance with organization=s mandate. 3. Development of long-term sustainability strategy including skill transfer on drafting winning proposals in response to Requests for Proposals and/or Response for Applications (or other procurement requests), both budgetary and substantive. 4. Developing, implementing, and participating in workshops, seminars and/or other programs on NGO development related issues. 5. Facilitating ACIT=s interaction with representatives of Albanian and U.S. Governments. 6. Providing logistical support to CLDP/Washington office with activities, including conducting meetings to assess technical assistance needs of ministries and other NGOs. 1. Draft progress reports and provide update/information per CLDP/Washington office requests. 7. Travel to countries outside Albania as required to. 1. Interface with Albanian officials to anticipate the need for and coordinate visits by CLDP-sponsored officials, advisors, and staff. The Contractor shall organize accommodations, meetings, etc., and shall also serve as the central point in Albanian to follow up on visits by the U.S. officials; 1. Assist with other functions as determined but not outlined in this Statement of Work. 3. Period of Performance The base period of performance shall be (12) months starting on or about September 1, 2002. Following the base twelve month period, the parties shall have the option to extend the contract for two (2) additional six (6) month periods. 4. Deliverables Deliverable items required under this contract include: a. Quarterly progress reports describing the Contractor's activities for the previous three months and plans for the upcoming three months. The reporting requirement may be waived at the discretion of CLDP. These reports should be submitted to: NIS Program Manager Commercial Law Development Program Office of the General Counsel U.S. Dept. of Commerce Mail Stop 5875 Washington, D.C. 20230 U.S.A. e-mail: RDobrov@doc.gov 2. A final report describing the Contractor's activities under the task order, lessons learned, and recommendations for the future, etc. shall be submitted to CLDP at the address above at the conclusion of this contract; c. A monthly finance report supported by a time sheet indicating date and hours worked, and/or U.S. Travel Voucher specifying costs (accompanied by original receipts) associated with the program for which the Contractor seeks reimbursement shall be submitted to CLDP at the address above by the 10th day of the following month; 5. De minimis exception: In the event that a given month=s costs for reimbursement do not exceed $150, the Contractor may forgo submission of a finance report for that month and may submit such costs in the finance report for the following month. All written reports must be typed and submitted in either hard copy or electronic format (via e-mail). 5. Reporting Schedule The quarterly activity report shall be submitted by the 10th day of the month following the quarter as follows: $ April 10th - report covering January, February and March; $ July 10th - report covering April, May and June; $ October 10th - report covering July, August September; and $ January 10th - report covering October, November and December. Written or verbal updates to the USAID mission and the Economic section at the U.S. Embassy in Albania shall be delivered periodically. The final report shall be submitted within 30 days after the completion of this contract. 6. Compensation The Contractor will be compensated at a negotiated rate as dictated by the USG procurement regulations and supported by salary history, with a maximum annual rate not to exceed $104,336 (GS15 - 5). 7. Benefits No medical benefits other than emergency medical and evacuation insurance will be provided. A compensation of one thousand dollars ($1,000) per month (twelve thousand dollars ($12,000) per year) will be provided as a housing allowance. Finally, an annual home leave/travel allowance of up to $5,000 will be provided for the base twelve month period. A $2,500 allowance will be provided for each option period thereafter. The Department of Commerce will reimburse the vendor up to $5,000 total, for actual relocation expenses, to and from Tirana, Albania. Approved items to relocate include personal effects, books and other work-related materials, and small household items. CLDP will not pay for relocation and/or storage of furniture, cars, appliances, and other large household items. 8. Responsibilities of the U.S. Department of Commerce The U.S. Department of Commerce generally, and CLDP particularly, shall provide documents and materials, make travel arrangements and handle other Washington activities as CLDP deems necessary for the successful implementation of the project on which the Contractor is working and subject to the availability of funds. 9. Contractor=s Additional Responsibilities In addition to other duties included in this contract, the Contractor shall: 1. Inform CLDP, in advance, before leaving the city of residence (duty station) if this absence would cause the advisor to miss a day of work; a. Clear with the CLDP office, in advance, of any days taken as leave; 2. Report to the CLDP office, at his or her earliest convenience, time missed from work due to illness (the total amount of both annual and sick leave are specified elsewhere in the Contract); and 3. Provide information on his or her work to individuals or entities only as advised by CLDP or otherwise specified in this contract. 10. Government Furnished Property, Training and Consultations The U.S. Department of Commerce, through CLDP, shall provide: a. A laptop computer and portable printer, a desktop computer and printer, a photocopier and a facsimile machine for the Contractor=s use at their duty station; 2. Language training (if the Contractor so desires); and 3. The opportunity for periodic consultations throughout the term of the contract with USG agencies involved in the host country=s WTO accession process to become familiar with relevant issues. 11. Conflict of Interest and Standards of Conduct Guidelines The Contractor represents CLDP, the U.S. Department of Commerce and, by extension, the United States Government during his or her assignment. The Contractor must protect the integrity of the work of CLDP by honoring the conflict of interest and standards of conduct set forth below. The Contractor must adhere to all applicable ethics codes in effect in his/her respective jurisdictions and professions. Contractors who are Federal employees also must adhere to applicable federal conflict of interest statutes and standards of conduct. In addition, the Contractor must comply with the following standards: a. The Contractor shall not seek, receive, accept, or agree to receive any compensation beyond what may be provided by the Contractor's regular employer or by CLDP for legal or advisory services to be rendered, either personally or by another, as agent, attorney, or otherwise in connection with the CLDP program; b. If the Contractor receives a request for additional legal assistance from persons in the country in which the Contractor served after the period of his or her service, he or she shall refer the request to CLDP and follow-up assistance shall be coordinated through CLDP; c. The Contractor shall not participate personally or substantially in any matter in which, to the Contractor's knowledge, the Contractor, his or her colleagues, partner, spouse, children, or the firm in which he or she is an employee or partner, as the case may be, has a potential financial or other conflict of interest; d. The Contractor shall not undertake private promotional activities during, or in conjunction with, any CLDP activity or on any CLDP-funded visit (this restriction includes, but is not limited to the dissemination of business cards with the name of any private firm with which the Contractor is affiliated, or client brochures or other promotional literature with a view toward client development; this restriction is not intended to prevent Contractors who are U.S. Government employees from distributing cards identifying their agency and position); e. The Contractor shall not directly or indirectly use, or allow the use of, official, confidential, or proprietary information obtained through or in connection with his or her work for CLDP if such information has not been made available to the general public; f. The Contractor shall advise CLDP, in writing and as soon as possible, of any issues involving the Contractor or his or her firm or agency that may result in any actual or apparent conflict of interest or that the Contractor knows or has reason to believe may reflect unfavorably on, or cause embarrassment to CLDP or the United States Government; g. The Contractor shall not participate in any political activities in the country in which he or she is placed; h. The Contractor shall not engage in any activities which have a negative impact on his or her objectivity, performance or effectiveness while serving as an advisor; and i. The Contractor shall not engage in any outside activities which may discredit, or cause unfavorable criticism of, the United States Government or the government of the country in which the Contractor is placed.
