- Notice of Intent to award a purchase order to BCI Knowledge Group for their property software The Manager. The Financial Management Service (FMS) intends to solicit and award with only BCI Knowledge Group. Interest parties may identify their interest and capability to respond to the requirement. This notice of intent is NOT a request for competitive proposals. However, all responses received by the closing date of this announcement will be considered by the Government. A determination by the Government not to compete with this proposed award based upon responses to this notice is solely within the discretion of the Government. Firms who believe they can provide the required software are invited to submit an affirmative response within 3 days of the publication date of this notice. An affirmative response shall include literature, brochures, and other such information corresponding to the required item, which demonstrates the capability of the offeror to provide the software product. The Manager software is a suite of applications that provide tools for performance support, training/crossing-training, performance measurement, and continuous improvement. All responses shall be sent by fax to Patrick N. Robertson at (202) 874-7275 no later than 3:00 pm on the third business day after the posting of this notification.
