Description
NOTICE: Only offerors having the required services available via GSA Federal Supply Schedule may propose on this requirement. This is a 100% small business set aside. The U.S. Department of State, Bureau of Diplomatic Security, has a requirement for cyber-terrorism training course development, presentation and continuing expert consultation. This is a sources sought to determine if any GSA contracted small business firms have personnel available with the qualifications sought. This is not a request for proposal. The requirement is for a training course manager, two course instructors and Senior Cyber Investigative subject matter experts with the following qualifications. Course Manager: Individual shall have at least two years prior law enforcement investigative experience that includes investigating illicit computer use such as e-mail tracing, forensic analysis of digital media, search and seizure of suspect computers, and testifying in court. Individual shall also have at least two years experience developing and delivering courses on forensic analysis of digital media, network intrusions in a mixed OS environment. Course Instructor: Instructors shall have a four-year college degree, in any discipline, and a minimum of four years practical experience in the fields of computer crime investigation and/or computer- based law enforcement. Individual must also have at least two years experience as an instructor with a minimum of three years combined experience in the areas of network security including Network Protocols, OSI, Windows NT/2000, Routers, Firewalls, Intrusion Detection Systems, various hacking tools, e-mail tracing, forensic analysis of digital media, search/seizure of suspect computers, and testifying in court. Senior Cyber Investigative Subject Matter Experts: SME's shall have at least two years prior law enforcement investigative experience that includes investigating illicit computer use such as e-mail tracing, forensic analysis of digital media, search and seizure of suspect computers, and testifying in court. SME' s shall also have at least two years experience providing consultative assistance in the areas of creating, staffing and training computer crime units as well as providing training in the area of basic office automation applications and operating systems. All personnel must be willing to travel to foreign countries. This is not a request for proposals. Firms having personnel who meet the requirements above should contact the contracting officer, Raymond Bouford, BoufordRW@state.gov, by email not later than September 11, 2002. Telephone replies will not be accepted. Please Note: Firms not having a current GSA contract or not meeting all requirements to include the law enforcement experience should not respond. This is a 100% small business set aside.
