Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued, and will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) web site http://www.fedbizops.gov.All future information about this acquisition, including solicitation amendments, will also be distributed solely through the FBO site. Interested parties are responsible for monitoring the FBO site to ensure that they have the most up to date information about this acquisition. The Request for Quotation (RFQ) number is RFQ 829928, and is being conducted as a total small business set aside under the procedures of the Federal Acquisition Regulation (FAR) Parts 12 and 13 (test program). The North American Classification Code is 421620 and the size standard is 750 employees. The RFQ incorporates provisions and clauses that are in effect through the Federal Acquisition Circular 2001-08. This contract action will result in a Firm Fixed Price - One Time Buy. This requirement is being conducted as a Brand Name or Equal, with the Brand Name being JVC. If offering other than Brand Name, the Equal must meet the salient characteristics. The requirement shall be thirty- three (33) each JVC SRS 365U VCR. Salient characteristics shall include all of the following: shall have jog shuttle capabilities; shall have audio l & r level indicators on front display; shall play back S-VHS and VHS video tapes; shall record VHS in SP and SLP mode; shall have tracking control; shall have HIFI audio record levels; shall have audio output select switch; shall have random access edit start switch. The above listed characteristics are intended to be descriptive, but not restrictive. Unless clearly marked that the vendor is quoting an "equal", the offered item shall be considered the brand name product referenced in this announcement. If the vendor proposes to furnish an "equal" product, the brand name of the product to be furnished shall be inserted with the proposal. The evaluation of quotations and the determination as to equality of the product shall be the responsibility of the Government and will be based on information furnished by the vendor. The purchasing activity is not responsible for locating or securing any information that is not identified in the quotation and reasonably available to the purchasing activity. To insure that sufficient information is available, the vendor must furnish, as a part of the quotation, all descriptive material (such as cuts, illustrations, drawings, or other information), necessary for the purchasing activity to determine whether the product meets the minimum salient characteristics. If the vendor proposes to modify a product to make it conform to the requirements of this announcement, it shall include a clear description of such proposed modifications and clearly mark any descriptive material to show the proposed modifications. The government reserves the right to request product samples which can be tested for compatibility. Standard Commercial Warranty is one year. FOB-Destination and Delivery will be one week after receipt of order (ARO) to Engineering Research Facility, Building 27958-A, Quantico, VA 22135--All quotes being submitted by facsimile should be sent to (703) 632-1844, no later than 3:00 pm EDT, September 16, 2002, and be clearly marked with RFQ 829928. All potential offerors are hereby notified that if their quote is not received by the date/time and at the location specified in this announcement, it will be considered late/non responsive. Addendum: 52-212-4(g): If the information requested is not provided on all invoices submitted it will be considered an improper invoice and returned. FAR 2.215-5 Facsimile Proposals (OCT 1997); 52.202-1 Definitions (DEC 2001); 52.233-2 Service of Protest (AUG 1996); 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (MAY 2002): Subsections (a)1,2; (b) 1,5,7,11,12,13,14,15,16,21,24 apply. 52.233-2 Protest After Award (AUG 1996); FAR 52.212-2 Evaluation Commercial Items (JAN 1999) The following factors shall be used to evaluate offers: technical ability of the item offered to meet the Government's requirement, past performance and price. Technical ability and past performance, when combined, are equal to price. The Department of Justice (DOJ) Justice Acquisition Regulations Clauses: 2852.233-70 Protest Filed Directly with the Department of Justice (JAN 1998); 2852.201-70 Contracting Officer's Technical Representative (COTR)(JAN 1985); 2852.211-70 Brand Name or Equal (JAN 1985). Each Offeror shall include a completed copy of 52.212-3 Offeror Representations and Certifications - Commercial Items (APR 2001) with their quote. Each Offeror shall include three references for past performance evaluations. Offeror must acquaint themselves with the new regulations concerning Commercial Items Acquisitions contained in FAR Subpart 12, and must ensure that all Representations and Certifications (located on the internet) are executed and returned as required in this synopsis/solicitation.
