- The U. S. Environmental Protection Agency, National Risk Management Research Laboratory has a requirement for technology transfer support services in the area of multimedia environmental pollution prevention and control. The proposed contract will provide technology transfer and information transfer support to the Office of Research and Development's (ORD) National Risk Management Research Laboratory (NRMRL). The successful contractor shall provide all labor, materials, equipment, and facilities necessary to perform the the Statement of Work as ordered under specific Work Assignments. The work to be performed shall encompass potentially all engineering and scientific disciplines and will require highly competent and experienced technical personnel for multi-disciplinary environmental technology transfer, research development and demonstration. The contractor shall disseminate technical information through the use of one or more of the following: (1) written publications - traditional technology transfer outlets such as handbooks, manuals, seminar proceedings or brochures; (2) electronic methods - presentation of material via electronic media, such as video or multi-media tools such as computer animations, other web content; distribution of publications via CD ROM or internet; and, (3) direct information exchange - hosting of conferences, scientist-to-scientist meetings, or technical workshops; set up of webcast or satellite broadcast; and sponsoring exhibits through which direct networking and distribution of all technology transfer products takes place. Solicitation No. RFP PR-CI-01-12565 will be issued on a full and open competitive basis and processed in accordance with FAR Part 15, Contracting by Negotitation. A cost- plus-fixed-fee, level of effort (LOE) contract is anticipated as a result of this solicitation. The period of performance is estimated to begin around 8/27/02. The estimated LOE includes one, 12-month base period of 50,000 hours and four, 12-month option periods of 50,000 hours each. In addition, the base period and each option period will include quantity options of up to100,000 hours each. The maximum total LOE for all periods is estimated at 750,000 hours. It is anticipated that the solicitation will be issued in late December or early January and close thirty days thereafter. It is the responsibility of prospective offerors to frequently check this web site for any amendments. All responsible sources may submit a proposal which will be considered by the agency. The applicable NAICS code is 541620. The small business size standard is $5.0 million maximum annual receipts. See numbered note 26.
