Description
NA Corrects the Class Code from C - Architect and Engineering Services to Y - Construction of Structures and Facilities. This is a readvertisement of solicitation DACA45-02-R-0032 which was cancelled. You must register under the new solicitation number to receive a copy of the solicitation. On or about 24 September 2002, this office will issue Request for Proposals for the construction of Bulk Fuel Storage Tank, PTFL 00-7002, McGuire AFB, New Jersey. Proposals will be received on or about 08 November 2002. This solicitation is unrestricted a nd open to both large and small business participation. A site visit and pre-proposal conference will be held at the Corps of Engineer?s Resident Office located at Building 2404 on McGuire AFB, New Jersey on 15 October 2002 from 8:00 a.m. to 11:30 a.m. The project site visit is scheduled directly following the pre-proposal conference. The remainder of the morning will be to address questions regarding the project/site. To register attendance for the pre-proposal conference/site inspection, contact the Resident Engineer (Paul Jalowski, U.S. Army Corps of Enginee rs, McGuire AFB Resident Office, Bldg. 2404, Tuskegee Airmen Avenue, McGuire AFB, New Jersey 08641, Telephone: (609) 754-8139 or FAX: (609) 754-4816. Anyone interested in attending the site visit and pre-proposal conference are required to fax the followi ng information to the Resident Engineer: their name, address, phone number, fax number and Company name on Company Letterhead no later than 10 October 2002. Only registered attendees will be permitted access. Registered attendees with valid driver?s licen se and picture identification will be permitted to Check-in at Gate 2 on McGuire AFB, located off of Wrightstown-Cookstown Road on East Arnold Ave. The only type of motor vehicles that are allowed through Gate 2 Gate is a small vehicle (motor cycles, cars , vans, and pickup trucks). Vehicles and attendees are subject to search. Allow a minimum time of 1/2 hour for security check-in requirements at Gate 2. Drivers of vehicles are required to have proof of insurance for vehicles. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See Ordering below. The work will include the following: (Approx. quantities) NEW ABOVEGROUND 55,000 BBL JET FUEL STORAGE TANK complete with impervious dikes and basins, cathodic protection (sacrificial anode type) for storage tank and buried metallic fuel pipe lines, fill and overfill protection devices, high and low level alarms, water drawoff system, internal floating pan, automatic tank gauging system, and level alarm systems; NEW PUMP HOUSE WITH CONTROL BUILDING (A new 30 feet by 62 feet 8 inches pre-engineered metal building pump house with an enclosed 13 feet 4 inches by 28 fe et 4 inches masonry control building that will pump fuel to the operational pumphouses and tanks, and filter fuel during receipt); and OTHER SITE including 1550 LF chain-link fence, 150 LF 6-inch waste drain, 270 LF 6-inch sanitary line, 2600 LF 8-inch wat er line, 460 LF 12-inch storm sewer, oil-water separator, cathodic protection system (galvanic anode type) for all other non-fuel buried metallic lines and buried metallic components and area lighting. Proposal Evaluation: Award of project will be based on technically acceptable and lowest price offer. The estimated construction cost of this project is between $2,500,000 and $5,000,000. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting offers for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Engin eers considers the following goals reasonable and achievable for fiscal year 2002: (a) Small Business: 61.4% of planned subcontracting dollars. (b) Small Disadvantaged Busines s: 9.1% of planned subcontracting dollars*. (c) Women Owned Small Business: 5.0% of planned subcontracting dollars*. (d) Severely Disabled Veterans 3.0% of planned subcontracting dollars*. (e) Hubzones 2.5% of planned subcontracting dollars*. *- Small business concerns owned and controlled by. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 330 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. The plans and specifications will be available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. Plans and Specifications will not be provided in a printed hard copy format.
