Description
NA The Defense Contracting Command-Washington has a requirement for OSD/C3I title; Network Centric Warfare (NCW) Communications Campaign Statement of Work BACKGROUND: The Office of the Assistant Secretary of Defense for Command, Control, Communications, and Intelligence (OASD(C3I)) is developing a communications strategy in support of Network Centric Warfare (NCW). NCW calls for transformational changes acr oss DOD in the areas of technology, training, acceptance, and usage in order to enable the U.S. to field a robustly networked force to take full advantage of, and stay on the leading edge of, Information Age Warfare capabilities. In order to communicate e ffectively on NCW, OASD(C3I) plans to employ the services of an outside strategic integrated communications agency to gauge the perceived positive and negative issues surrounding NCW, and develop an initial positioning and messaging framework that addresse s those issues. The framework will be applied consistently across all communications tools and channels so DOD seeks to effectively communicate the NCW vision and benefits to key audiences. OASD(C3I) also will use the integrated agency to develop initial internal and external communications materials in support of NCW, and a complementary marketing plan for follow-on communications activities. TASKS: Responsibilities of the contractor include: - Conducting basic communications research on NCW - Conducting a positioning and messaging framework development process with OASD(C3I) senior personnel in support of NCW, for messaging consistency in NCW internal and external communications materials - Developing editorial copy for introductory NCW collateral/brochure - Designing NCW collateral/brochure - Managing commercial printing and delivery of NCW collateral/brochure - Providing substantive input and counsel for all internal and external communications activities related to NCW - Developing and delivering an NCW marketing plan identifying follow-on activities to the initial communications materials DELIVERABLES: - Conduct formal positioning and messaging development project with OASD(C3I) personnel through individual and group sessions and deliver positioning and messaging framework for NCW - Develop copy for and design 4-color introductory NCW collateral/brochure, leveraging messaging framework - Develop and deliver NCW follow-on marketing plan PERIOD OF PERFORMANCE: Point of Award through Nov. 30, 2002.
