Description
The information is requested from all interested firms regarding the manufacturing and delivery of a up to 33 each Loran-C Equipment Control Monitor suites, and appropriate sparing, to replace the station facility monitor and control functionality of the existing LORAN-C Local Site Operating Set (LSOS) suites. ECM suites shall meet the following requirements: (1) To locally monitor and control all Loran-C station major and ancillary facilities equipments, systems, and sub-systems. (2) To remotely monitor and control all Loran-C station major and ancillary facilities equipments, systems, and sub-systems. (3) To provide software and a software development kit (SDK) to customize program monitor and control software for government needs, affording remote operators at CONSTAs full control and monitor capabilities of all Loran-C transmitting stations facilities equipments, systems, and sub-systems. (4) To be capable of operating in a high radio frequency interference (RFI) environment without experiencing system degradation. (5) To provide a sufficient capacity of inputs and outputs to monitor and control all possible facilities equipment configurations. (6) To allow communication between ECM hardware at Loran-C transmitting station(s) and ECM computer system(s) at Loran-C Control station(s). (7) To provide sufficient display and control functions on the remote computer system allowing reliable remote operation of Loran-C station facilities equipment(s). (8) To permit communication between the ECM computer system at the Control Station(s) and the Loran-C transmitting station(s), using industry standard communication equipment employing RS-232 and/or Ethernet TCP/IP 10/100 protocols. (9) To provide complete, real-time annunciation of the status of all inputs from facilities equipment(s). (10) To provide complete, real-time control of all inputs to facility equipment(s). (11) To allow complete configuration of Loran-C station ECM equipment via locally connected computer system. (12) To immediately annunciate loss of communications between Control Station ECM computer system and Loran-C station ECM equipment. (13) To be impervious to loss of configuration parameters because of power failure to the Loran-C station ECM equipment. (14) To translate Loran-C station facility equipment status input into data useful to the ECM computer at the Control Station(s). (15) To provide fault detection and annunciation of any hardware, software, firmware, or communications failure. (16) To provide accurate time synchronization between ECM computer(s) at the Control Station and ECM equipment at the Loran-C transmitting station(s). (17) To maximize Mean Time Between Failures (MTBF) to meet current industry standards. (18) To provide ECM equipment that requires minimum corrective and preventative maintenance. (19) To provide the capability of expanding the number of facility equipment(s) input and output channels. (20) To provide the capability of expanding the number of Loran-C transmitting station(s) which are to be monitored by the ECM computer at the Control Station(s). (21) To provide dial-out capability, via standard telephone lines, and annunciation of facility system(s) status by means of synthesized voice. (22) To provide dial-in capability, via standard telephone lines, and control of facility system(s) by means of Dual Tone Multi-Frequency (DTMF). (23) To provide multi-level and multi-user password protection within the ECM computer software at the Control Station(s). (24) To provide simultaneous communication connection to ECM equipment(s) at multiple Loran-C transmitting stations. (25) To provide a means of logging and archiving changes in status of the Loran-C station facilities equipment being monitored. (26) To provide a minimum 2 year standard factory warranty, with an option to purchase yearly warranty extensions. Firms are encouraged to submit capability information on commercial off the shelf ECM models or modified commercial off the shelf EMC models to meet the specifications indicated. Under this Request for Information, all responsible sources are encouraged to also submit a capability statement that sufficiently demonstrates qualifications, capabilities, facilities, and previous experience relevant to fulfilling the above requirement, in total, or in part. This announcement is not a Request for Proposal. There will not be a contract award(s) as a result of this request for information. Responses to this announcement should be submitted, in writing, not later than 18 September 2002 to the attention of Mrs. Catherine Baskin at the address stated above
