Description
The National Institute of Standards and Technology intends to enter into a sole source purchase order with Integrated Manufacturing Technology Initiative, Inc. (IMTI) to provide services to update the baseline Capital Projects Technology Roadmap to address technological issues and solution paths related to homeland security and economic development. Additionally, IMTI will facilitate the creation of a detailed plan to conduct the necessary R&D and deploy the resulting solutions. It is believed that this sole source is justified based on IMTI's investment and knowledge in the creation of the Capital Projects Technology Roadmap, their possession of proprietary methodology and data that is critical to the success of the effort, and their unique and broad base of experience and expertise. IMTI has facilitated the gathering and information and created the Capital Projects Technology Roadmap and is uniquely positioned to extend that roadmap. The project is structured around four (4) tasks: Workshop Preparation and Planning, Roadmapping Workshop and Update, Implementation Planning, and Executive Review and Teambuilding. These tasks include research into the topic of homeland security and how it relates to the construction/capital facilities industry, conducting a three-day workshop to solicit input for the homeland security extension to the current baseline roadmap document and move the Capital Projects Technology Initiative toward implementation, convening a small group of experts to take the technology roadmap to the next level of detail, and convening a workshop involving a select group of top-level executives from the construction/capital facilities industry to review the roadmap and project plans and begin the process of building the required constituency for action. The Government anticipates the award of a firm-fixed price purchase order on or about September 18, 2002. The proposed requirement is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A Request for Quotation (RFQ) package is not available.
