FEDERAL MILITARY AND COMMERCIAL SPECIFICATIONS CANNOT BE PROVIDED BY DSCC. Request for hard copies of this solicitation will not be accepted. This solicitation will be available September 18, 2002 at http://dibbs.dscccols.com/rfp.
