Description
The Agency for Public Health and Science (OPHS), Office on Women?s Health (OWH), through the Division of Acquisition Management (DAM), Program Support Center (PSC), intends to award a 18 month sole contract using simplified acquisition procedures, to the Nursing Mothers Counsel of Oregon, 16409 SE Division, Suite 216-116, Portland, OR. The anticipated date of award is September 13,2002. The purpose of the contract is to provide assistance to the Office on Women's Health (OWH) within the Department of Health and Human Services (HHS) in launching a pilot effort to implement and fund a Community Based Demonstration Project for Breastfeeding that will promote breastfeeding among first-time mothers. The goal of this agreement is to increase the rates of exclusive breastfeeding (at initiation and for the duration of 6 months). Specific populations to be targeted will include African-American, Native-American, Asian Pacific Islander, rural and low-income women, as well as teenagers and mothers of intensive care unit babies, etc. Applications should target women and families who are not currently receiving breastfeeding messages, information and services through other health care or assistance programs. The OWH is planning a unique national media campaign to focus on the importance of breastfeeding to women, children, families, and the community. The Contractor shall perform the following tasks: Planning and Program Design a. Development of a Work Plan b. Design of Group Sessions/Events c. Approach to Lactation Consultant/ Peer-to Peer Counselor Training d. Educational and Resource Materials e. Community Resources f. Program Personnel g. Program Participants h. Facility 2) Program Implementation a. Group Sessions/Events b. Manage Participation c. Lactation consultants and Peer-to Peer Counselor Participants 3) Program Evaluation a. Progress Reports b. Participant Feedback The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
