Description
The Agency for Administration for Children and Families (ACF), Office of the Assistant Secretary, through the Division of Acquisition Management (DAM), Program Support Center (PSC), intends to award a 12 month sole contract using simplified acquisition procedures, to William McPherson, 2601 Woodley Pl. NW #1110, Washington, DC 20008. The anticipated date of award is September 13,2002. Consultant services are needed to assist the Assistant Secretary and the Principal Deputy Assistant Secretary with writing and editing materials, articles or other information in order to provide the public with a better understanding of ACF's objectives. The consultant shall write documents for the Assistant Secretary for federal use, such as issue papers and position papers; acquire necessary facts, data and opinions necessary to validate statements in ACF; will provide writing and editing assistance to senior ACF officials, as deemed necessary by the assistant Secretary; and, will prepare talking points and shorts reports aimed at highlighting specific problems and will make recommendations for short-term and long-range solutions. The Contract shall be responsible for but not limited to the following tasks: The consultant shall acquire the necessary facts, data and opinions necessary to validate statements in ACF's publications. The consultant shall provide writing and editing assistance to senior ACF officials, as deemed necessary by the Assistant Secretary. The consultant shall prepare talking points and short-term and long range solutions. The consultant shall ensure that the philosophy, goals, and priorities of the Assistant Secretary for Children and Families are conveyed in the most concise manner. The consultant shall contribute to other ACF initiatives, as deemed appropriate by the Assistant Secretary. The consultant shall provide appropriate information and/or profit or non-profit organizations to help them provide better services to constituents who are mutually served by ACF and the private organizations. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
