Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number RFQ-038-4384-02 is issued as a request for quotations and incorporates provisions and clauses that are in effect through FAC 01-07. This procurement is set aside for small business. The NAICS code applicable to this acquisition is 334516. For a company to qualify as a small business, the small business size standard is 500 employees. USDA, ARS has a need for one UHT pasteurizer for the rapid extraction of pectin and other carbohydrates from citrus processing waste material in a continuous flow process and simulate conditions of an industrial process scale. Specifications of this instrument must include: 1. Equipment shall be constructed using 316 stainless steel, food grade ceramics, food grade carbon, or high temperature food grade polymers for all product contact materials. 2. Equipment will shall have the capability to process very viscous materials such as fruit pulp, juice and fruit concentrates as well as low viscosity liquids such as fresh squeezed single strength high acid fruit juices. 3. Equipment shall have a variable speed positive displacement pump with the capacity and ability to process products over a flow range of at least 0.5 to 3 liters product / minute. 4. Variable speed product pump shall be digitally controlled and capable of being set to deliver product flows in increments of 0.1 liters / minute or less. 5. Equipment must have heat exchange capacity to allow processing of product at flows up to 3 liters / minute at temperatures up to at least 135 degrees Centigrade. 6. Heat exchange capacity must be sufficient to allow heating of product to desired set temperature within 30 seconds or less per heat exchanger. 7. Equipment must have automatic temperature control of product that can be set in increments of 1 degree centigrade or less. 8. Equipment shall supply heat exchange capacity hardware plumbing with flow control valve to allow controlled and rapid cooling of product after heat processing when outside water or ethylene glycol cooling system chiller is connected. 9. All product flow components must be capable of handling liquids at 125 degrees Centigrade for sanitizing and cleaning product contact materials. 10. Equipment must be stand alone unit with electrical heating for processing product using internal hot water (not steam) for heating product to allow easy portability of equipment and minimize product scorching during processing. 11. Equipment must have a back pressure regulator capable of providing user settings to product in the range at least 0 - 150 psi to prevent product vaporization when processing at high product temperatures. Valve design shall be such that it can handle fluids that are viscous and/or contain lumpy particulate materials such as fruit/vegetable pulp or small seeds. 12. Back pressure control system shall have sensors and digital readout after the product pump to help avoid overloading the product pump and just prior to the product exit to ensure product remains in a liquid state during processing. 13. Equipment must be able to be configured to allow holding product at set pasteurization/ process temperatures varying from 6 to 120 seconds. 14. Equipment shall be equipped with thermocouples and displays to monitor temperatures of product feed, before and after product holding loop, cooled product at exit, and heating water. .Delivery is required within 20 weeks of award. Delivery is FOB Destination to Winter Haven, FL. Descriptive literature showing the quoted item meets or exceeds all specifications included herein must accompany the quotation . The government anticipates award of a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforms to the solicitation and is most price advantageous to the government. PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer. Vendors may meet this requirement by acceptance of government purchase card or providing a Vendor Express Number. If a company has not previously enrolled in the Vendor Express Program with USDA, they should call the National Finance Center at 1-800-421-0323 for an enrollment package. All offers must include with their quotation a completed copy of FAR 52.212-3. The following FAR clauses apply: Data Universal Numbering System (DUNS) Number, 52.204-6; Instructions to Offerors-Commercial Items, 52.212-1; Evaluation of Commercial Items awarded to a responsive/responsible offeror at a fair and reasonable price, 52.212-2; Offeror Representations and Certifications-Commercial Items, 52-212-3; Contract Terms and Conditions-Commercial Items, 52.212-4. The following FAR clauses cited in 52.212-5 are applicable to this acquisition: 52.203-6, 52.222-35, 52.222-36, 52.222-37, 52.225-3, 52.225-13, 52.225-9, 52.225-18, 52.225-21, 52.247-64.
