Description

DESC: The General Services Administration (GSA), Federal Technology Service, Region 3, Philadelphia intends to solicit for the acquisition of maintenance services for a commercially available Nortel Meridian 1, Option 61C PBX System, Software Release 25.40, Meridian Mail and a LaMarche A36F Power System. The specific requirements are attached separately in a Statement of Work. Additionally, interested contractors have the opportunity to visit the site on September 10, 2002 at 10:00 AM EST. Participation is limited to two individuals per company. Parties planning to attend must advise John Breen of their intentions on or before September 6, 2002 at 4:00 PM EST. The period of coverage is one base year, commencing on October 1, 2002, with five option periods of one year each. This is a combined synopsis/solicitation for Commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for proposal (RFP), GS-T03-02-R-0016. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-12. This procurement is under NAICS 513340. Offerors are reminded to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items (JUN 1999), with its offer. Clause 52.212-4, Contract Terms and Conditions - Commercial Items (MAY 1999), is hereby incorporated by reference. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (MAY 1999), is hereby incorporated by reference; paragraphs and subparagraphs (a), (b) (1) (5) (11) (12) (13) (14) (15) (20) (22) (25), (c) (1) (2) (3), (d) and (e) apply to this solicitation and any resultant contract. GSAR Clause 552.212-71, Contract Terms and Conditions Applicable to GSA Acquisition of Commercial Items (MAR 1998) is hereby incorporated by reference; clauses 552.215-70, 552.228-70, 552.229-70, and 552.232-70 apply to this solicitation and any resultant contract. A firm fixed price contract with optional services to be priced on time and material (T&M) basis will be awarded. Award will be made on a lowest price, technically acceptable basis. Technical acceptability shall be determined by a Nortel designation of Premium Partner and 3C Service Performance. Therefore, proposals shall consist of evidence of these designations, along with a price proposal consistent with Schedule B of the Statement of Work. Signed and dated offers (one original/two copies) must be submitted to the General Services Administration, FTS, Mid-Atlantic Region, 100 Penn Square East, 8th Floor, Philadelphia, PA 19107, ATTN: John Breen, at or before 4:00 PM (EDT) on 9/18/2002.
