- SPAWAR System Center Charleston intends to issue a competitive 8(a) procurement for program management, administrative services, financial management services, and other technical Support of the following functional areas: Finance Department (Code 01), Chief of Staff's Office (Code 0A), Military Affairs Office (Code 0M), and Business Manager's Office (Code 09A). In accordance with the attached Statement of Work.The contract will be for a base year with four one year option periods. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2002-08 effective 29 July 02. Solicitation N65236-02-R-0024 will be issued under full-and-open competition after exclusion of sources pursuant to FAR 6.204. The applicable NAICS code is 561210 and the applicable size standard is $6.0 Million. An Indefinite Delivery, Indefinite Quantity, Fixed price contract is anticipated. The Government intends to make a single award to the acceptable offeror whose total offer on all items is the most advantageous to the Government considering price, past performance, corporate experience and personnel qualifications. The Government may be updating this document prior to formal release of the RFP. All comments concerning the draft document are to be provided in writing to the attention of Evelyn R. All responsible sources may submit a proposal, which shall be considered by the agency in response to this solicitation.
