Description
NA Notice of intent to negotiate a sole source, contract with the Office of Research and Sponsored Programs, Northwestern University, Evanston, Illinois. This project requires an assessment of flood-induced traffic delays in a major U.S. metropolitan area. A dditionally, a network-enabled framework which integrates spatio-temporal data and models for a range of transportation applications. Hardware to facilitate accessing an interactive system from anywhere, anytime and from any computer in order to run sophi sticated dynamic traffic assignment, control and simulation models. NAICS Code for this acquisition is 514110 with an estimated value of between$100,000 to $250,000. Interested concerns must possess the ability to create, calibrate, maintain and apply a c reditable and peer group accepted (traffic engineers) dynamic traffic assignment simulation model. The model must provide the baseline travel time estimates for a regional area of interest specifically, Chicago and Cincinnati SMSA's, and for the major cat egories of vehicle usage such as auto or truck. The model shall be suitable for specifying a regional road network capable of accommodating the specific non-local roads that may be subject to flooding impacts. A dynamic simulation model traffic analysis tool that has a time element in the simulation process is required. 2. The Contractor shall also possess the capabilities, resources, and background in the Information Technology, IT arena to provide for a network enabled framework for traffic network sce nario building, and execution of the model, and for reporting model outputs such as, time of travel and distance traveled by vehicle usage. This IT feature must have the capability of bringing models, model designers, and users into a common Internet fram ework for exchange of information and for product execution. Contractors who believe they have the capability to perform this service may submit a resume addressing all requirements to be considered by the Government.
