Description
This acquisition is to maintain, repair, upgrade or modernize elevators at the Air Force Academy, CO. The contractor is to provide services on 32 passenger elevators (19 cable, 13 hydraulic), 19 freight elevators (5 cable, 14 hydraulic), 4 dumbwaiters (cable), 2 handicap lifts (electrical), 5 freight lifts (hydraulic), and 14 dock levelers (4 mechanical, 10 hydraulic) in 21 different buildings. Elevators listed are manufactured by Montgomery KONE, Otis, Dover, Haughton, O?Keefe, Schindler, Mid-American, Westinghouse, Equipment Company of America, Access Industries, PFlow Industries, Forklift systems, Dock Leveler, Rite Hite, DA Mat, Kelley and Autoquip Corp. The government requires two full-time certified mechanics on-site during normal duty hours from 7:30am-4:30pm Monday thru Friday. On-Call Emergency services are required for after-duty hours, weekends and holidays. The resultant contract will be subjected to a Collective Bargaining Agreement (CBA) Standard Agreement with International Union of Elevator Constructors and National Elevator Industry, Inc. Offerors will be required to comply with Section 4(c) of the Service Contract Act. This acquisition will utilize the Performance Price Trade-Off (PPT) technique for a best value award decision. Price and Performance risk may be traded off, one against the other. Offerors will be required to submit past performance information. A Small Business Subcontracting Plan is required if awarded to a large business. The period of performance on the resultant contract will consist of a basic year from approximately 1 January 2003 thru 30 September 2003 for the basic year plus four one-year options. This solicitation is being competed as unrestricted (full and open competition). Women-owned and small disadvantaged business concerns are encouraged to submit offers. A site visit will be conducted prior to date of receipt of proposals. We anticipate issuing the solicitation o/a 23 September 2002 with a closing date o/a 16 Oct 2002 utilizing the Federal Business Opportunities (www.fedbizopps.gov/) for electronic posting. This solicitation will be an Internet only and solicitation documents will not be available by any other means.
