- The Human Systems Program Office, 311 HSW/YA, intends to issue a HUBZone sole source solicitation for various sizes of Mask/Hood Assy. The justification for other than full and open competition is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and FAR 6.205, Set-Asides for HUBZone Small Business Concerns (FAR 19.1305). The proposed contract action is for delivery of various sizes of Mask/Hood Assy in the quantities/NSN/PN cited herein (1) 198 each NSN 8475-01-339-9782MH (Small) P/N 243-10002-07-01; (2) 584 each NSN 8475-01-340-4779MH (Medium) P/N 243-10002-07-02; (3) 281 each NSN 8475-01-341-0124MH (Large) P/N 243-10002-07-03 and (4) 169 each NSN 8475-01-341-1987MH (XLarge) P/N 243-10002-07-04 applicable to Chem/Bio. Required Delivery for all items is 31 Jan 2003 and Delivery Destination is FB2065, Acct 09, Robins AFB GA 31098. Government provided drawings are available. HUBZone Approved Source: Allied Materials and Equipment Co., Inc (CAGE Code 34500). An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity (311 HSW/YACN, 7909 Lindbergh Landing, Brooks AFB TX 78235-5306). An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
