Description
(i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation FQ487721550800 is being issued as a request for quotes. (iii) This solicitation incorporates clauses and provisions in effect through the Federal Acquisition Circular 01-08. (iv) This requirement is being synopsized as a small business set-aside under NAICS Code 325998, small business size standard of 500 employees. (v) Please quote to perform the service as listed: Provide all management, supervision, labor, parts, tools, lodging, material, and equipment necessary to furnish all labor, supervision, management, parts, tools, materials, equipment, lodging, and transportation necessary to pick-up from the Flight Line Fire Department, service, and return to the Flight Line Fire Department 6 to 10 empty flight line HALON extinguishers a month; Contractor shall service a total of sixty (60) extinguishers during the contract term of performance. All services shall be complete by 31 August 2003. Contractor shall shot blast clean exterior; prime exterior; paint all exterior metal surfaces with Red Urethane #11136 of Federal Standard 595, or equivalent; hydrostatic test cylinders in accordance with National Fire Protection Association (NFPA) Standard #10, and Technical Order (TO) # 13F-4-4-121 chapter 5, section 29, HYDROSTATIC TEST OF CYLINDER; affix and complete new maintenance decals, part #03624; affix decal annotating hydrostatic test pressure applied, date test completed, and responsible company?s name; affix new instruction decals, part #7481, in such a way so as to be easily visible to operating personnel; correct frame- and tow section deformations; brace, by welding two 13? sections of angle iron from the top of the framing to the mid-point of the tow-section, an estimated quantity of 60 unbraced extinguishers; and return refurbished, clean and dry extinguishers in pristine condition. All cleaning, drying, priming, painting, testing, marking, welding, fabricating, and straightening shall result in units complying with original manufacturer?s specifications and TO #13F-4-4-121, chapter 5 section 19, CYLINDER ASSEMBLY. Contractor shall return any extinguisher that fails hydrostatic testing to Flight Line Fire Department as specified in the Statement of Work. (vi) N/A (vii) Place of performance: off-base refurbishing shop able to service Davis-Monthan AFB, AZ 85707. (viii) Provision 52.212-1, Instructions to Offerors-Commercial applies to this acquisition. (ix) Provision 52-212-2, Evaluation-Commercial Items applies to this acquisition; quote shall be evaluated on price. (x) Offerors are required to submit a completed copy of FAR 52.212-3 Offeror Representations and Certifications-Commercial Items with their offer. (xi) Clause 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. (xii) Clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders-Commercial Items applies to this acquisition. (xiii) N/A. (xiv) N/A. (xv) N/A. (xvi) Completed quotes shall be due to the 355th Contracting Squadron, 3180 S. Craycroft Rd. Davis-Monthan AFB, AZ 85707, by 12 September 2002, 3 p.m. local time.
