- The Fleet and Industrial Supply Center (FISC) Norfolk Detachment Philadelphia intends to acquire 9 instructors to provide Education and Training Services to support Naval School Explosive Ordnance Disposal (NAVSCOLEOD), at Eglin Air Force Base, Florida following the procedures outlined in FAR Part 12, Acquisition of Commercial Items. This acquisition is being processed under the test program for certain commercial items found at FAR Subpart 13.5. Services will include instruction of military and civilian personnel, related instructional support, curriculum maintenance, and curriculum development for courses in the areas of Explosive Ordnance Disposal (EOD). It is intended that solicitation N00140-02-R-3757 will be set-aside for exclusive participation by small businesses. The resultant solicitation shall include a one-year base period of performance, and contain provisions for four (4) additional, consecutive, twelve (12) month option periods. It is anticipated that a firm-fixed price contract will be awarded as a result of the solicitation. The closing date for receipt of proposals will be established in the RFP. The applicable North American Industry Classification System (NAICS) Code and size standard are 611310 and $6M, respectively. The solicitation will be made available electronically, upon its release, at the NECO web address: www.neco.navy.mil. All responsible sources may download the solicitation and submit a proposal, which shall be considered by FISC Norfolk Detachment Philadelphia.
