Description
The Federal Bureau of Prisons is soliciting for the acquisition of a Journaling Instructor who will provide intensive journaling skills, facilitate workshops and provide all necessary materials to train and equip Federal Inmate participants in a contractor provided journaling method. Training will take place at five pilot sites and will be offered for two cohorts in the Life Connections Program consisting of 30-35 inmates each year. These services will be located in the following five pilot institutions: FCI Victorville, Victorville, California FCI Milan, Milan, Michigan, USP Leavenworth, Leavenworth, Kansas, FMC Carswell, Carswell, Texas and FCI Petersburg, Petersburg, Virginia. The contractor will work closely with the Bureau of Prisons Chaplaincy Services to provide local facilitators materials to each pilot site. The journaling method selected for these services must be adaptable for people from various religious beliefs. The journaling method also must be adaptable to both women and men enrolled in the program. The successful contractor must provide a detailed training for trainers plan. The contractor must not promote any particular faith perspective over another. The contractor must provide ongoing technical advice to the Chaplains and other staff involved in the Life Connections Program. The successful contractor must visit each pilot site twice per year. The duration of the contract performance is as follows: Services will be required for a one year base period, with four one-year option periods respectively for a total of sixty months from the date of award. The estimated quantity of inmate participants is thirty to thirty-five inmates each year per site for approximately 350 inmate participants annually. Qualification Requirements: Contractor must possess extensive documented experience in the field of journaling and experience in implementing the journaling method in a correctional environment. The contractor must also possess the resources to provide facilitators and materials to approximately 350 inmates participants annually. (Approximately 280 men and 70 women). This service is advertised as full and open competition. This action?s North American Industry Classification System (NAICS) code is 611710. The anticipated award date for the base year of the contract is November 8, 2003. All responsible sources are encouraged to submit a bid which will be considered for award. The anticipated issue date is on or about September 23, 2002, and will be distributed solely through the General Services Administration?s Federal Business Opportunities web site http://www.fedbizopps.gov/.
