- NAICS Code: 541611 THIS IS A COMBINED SYNOPSIS/REQUEST FOR QUOTATION (RFQ) RFQ-RT-02-00472. EPA intends to award a sole source purchase order to Melvin D. Zeldin of Sparks, NV, pursuant to 41 U.S.C. 253(c)(1)--Only one responsible source and no other supplies will satisfy agency requirements. This procurement is to study the nation's air monitoring networks to assess their future ability to meet the objectives set forth by Congress and the Clean Air Act. EPA requires a firm that can formulate a strategy to assist in this process. Melvin D. Zeldin has worked on the strategy under a previous purchase order and has the technical expertise to continue the monitoring study without any interruptions or duplications in the study. Due to the complexity in the development of this and the time necessary to prepare, Melvin D. Zeldin is the only firm that can meet all the EPA requirements. All responsible sources may respond by submitting a written narrative statement of capability within 15 days of this notice to: U.S. Environmental Protection Agency, Attn: Terri Shook (D143-01), 4930 Old Page Road, Research Triangle Park, NC 27709. Responses must include detailed technical information and other technical literature demonstrating the ability to meet the requirement. Responses shall include itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Melvin D. Zeldin.
