- The Fleet Industrial Supply Center Norfolk Detachment Washington intends to award a Firm Fixed Price contract. This requirement is set-aside for Hubzone small businesses. This requirement is for development of Computer Decision Support System (DSS) to evaluate and estimate implications over a continuum of recruiting strategies for the enlisted navy recruiting. The contractor is responsible for developing a Decision Support System (DSS) that captures the interrelationships of the key resource drivers related to recruiting in a structured that can be employed in both a stochastic and deterministic modes as well as perform sensitivity analysis. This order will be for one year. "Note: This Acquisition is being conducted using the test program at FAR 13.5. Under these procedures the government is (1) not required too determine a competitive range; (2) is not required to hold discussions; (3) is not required to provide offerors with an opportunity to submit final revised proposals." The North American Industry Classification System Code is 541710. The request for proposal will be issued on 28 August 2002. Interested parties can obtain a copy of the Request for proposal on the NECO web-site at www.neco.navy.mil under solicitation number N00600-02-Q-2194.
