Description
The Agency for Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS), Emergency Services and Disaster Relief Branch, through the Division of Acquisitions Management (DAM), Program Support Center, plans to award a 12 month sole source contract using simplified acquisition procedures to ST. John?s Lutheran Hospital, 350 Louisiana Avenue, Libby, MT 59923. The anticipated date of award is September 13, 2002. This contract will support mental health, public education, and training efforts focusing on asbestos-related disease in the community of Libby, Montana. The community faces numerous ongoing public health challenges related to asbestos exposure and asbestos-related disease among a large portion of the population. Numerous reports have indicated that miners and their families in the area of Libby died or became ill from exposure to asbestos -contaminated vermiculite ore, which has been mined near Libby since the 1920s. The vermiculite mine near Libby was operated by W.R. Grace Co starting in 1963 and was closed in 1990. While the mine now lies dormant, reports indicate that significant public health issues continue. The contractor shall development of work plan after telephone consultation with the Project Officer, for delivering support services. These services may be delivered using an outreach methodology and may include training in order to build local capacity and resources. The contractor shall deliver behavioral health support services as outlined in the work plan and will initiate process evaluation of those services. After three months, the contractor shall submit an Interim Progress Report, including a description of services provided, a description of challenges encountered, and a description of technical assistance needs or questions. These issues will be discussed with the Project Officer through telephone consultation. The contractor shall produce a training module, which may be used for training other communities and programs regarding lessons learned from the evaluation of similarities and differences between behavioral health needs in an environmental health crisis and behavioral health needs in a natural disaster. In developing these training materials, the contractor may work with an outside consultant approved by the Project Officer. Prior to final invoice, these training materials must be reviewed and approved The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the Government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
