Description
The Department of Treasury, Internal Revenue Service (IRS) requests information on the availability of a numbering machine capable of printing or stamping a Document Locator Number (DLN) on income tax returns and other documents. Except for items identified as Optional, the numbering machine must possess the following capabilities:  Print a 14 position DLN in the upper right margin of the first page of the document no lower than 3/8 of an inch below the top of the page and within 3 inches from the right edge of the page;  The DLN must be easily readable in terms of font type, font size and clarity (i.e., not smudged);  The DLN shall have the following components that, except for the Julian Date, shall be programmable by the operator in accordance with the IRS definition for each position: (1) Positions 1-2: File Location Code (default value equals IRS Service Center in which the machine resides); (2) Position 3: Tax Class (no default value assigned, previously used Tax Class will carry over unless changed by operator); (3) Positions 4-5: Document Code (no default value assigned, previously used Tax Class will carry over unless changed by operator, only valid combinations of Tax Class and Document Codes may be assigned, invalid combinations shall trigger an error message to the operator); (4) Positions 6-8: Julian Date (valid dates are 001-366, default value will be the current Julian date); (5) Positions 9-11:Blocking Series (valid numbers will depend on the tax class/document code combination, must automatically increment by one after the previous block has been finished, invalid Blocking Series for a given Tax Class/Document Code shall trigger an error message to the operator); (6) Positions 12-13:Serial Number (only number that will change from document to document within a given block, first document within a block will always have a value of 00, each subsequent document in the block will be incremented by one, valid values will change depending on the Tax Class/Document Code combination); (7) Position 14:Year Digit (default value always the last digit of the current year);  Optional: For each block, a Block Transmittal sheet shall be printed;  DLN's shall be stamped only on the first page of each submission that is properly stapled in the upper left hand corner of the submission;  The machine shall be able to automatically feed each submission one at a time to be numbered;  The machine shall be able to feed submissions up to one-half inch thick (larger submissions will be sorted out manually);  The machine shall be able to sustain throughput at the rate of at least 6,000 documents per hour;  Numbered documents must be output in numerical sequence with document 00 on top;  The numbering machine must be able to feed and number submissions with smaller pieces of paper (such as W-2s or 1099s) stapled to the middle left of the tax document so long as these documents do not cover the DLN printing area;  Optional: The numbering machine shall require no more than one operator;  Optional: The numbering machine should be capable of stamping or printing the numbers in three different colors so that as form colors change the ink will always be a different color than the form; and  Optional: The numbering machine must be able to retain each block DLN and electronically write those DLNs onto an as-yet-unspecified media. The North American Industrial Classification Code for this acquisition is 33293, Printing Machinery and Equipment Manufacturing, and the small business size standard is 500 employees. Firms with a product that meets the above requirements are invited to submit capabilities statements or other documentation describing their product with a narrative explaining how the product meets the IRS requirements described above. Firms with a product that will require modification to meet the above requirements are invited to respond with a narrative description of the required revisions, and an estimate of the associated cost of making the revisions. To determine the IRS funding requirements and feasibility of purchasing the equipment described above, the IRS particularly is interested in the initial purchase price per unit, availability of discounts, cost of periodic maintenance, and the nature and cost of consumables, etc., associated with operating the numbering machine. Therefore, the IRS welcomes the submission of catalogs, price lists or other documents detailing such information.
