Description
The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NJ intends to acquire through other than full and open competition the Multirole Electro-Optical End-to-End (MEON) Flight-line Test Set P/N 001-007747-101 (NSN 4920-01-498-3431) quantity of three (3) for use with Organizational Level Test Sets for the AN/AAQ-24 (V) Directional Infrared Countermeasures (DIRCM) System installed in the CV-22 aircraft with Northrup Grumman, Rolling Hills, IL. The requirement is as follows: The MEON Test Set P/N 001-007747-101 (NSN 4920-01-498-3431) is configured in an Olive Drab (green) Transit/Storage Case with a molded liner. Also to be delivered as part of the MEON Test Set is the Transit/Storage Case with a molded liner. Within the case are: a) Battery Charges (with supply lead) P/N EU00175-03?7, b) Battery Pack (spare) P/N EU00174-01-15, c) Shoulder Strap P/N EU00177-01-20, d) Wrist Strap P/N EU 273.200.001, e) Desiccator Cartridge P/N U660.104.005, f) Spare Source (infrared) P/N EU00192-01-07, g) Spare Source (ultraviolet) P/N EU00191-01-07, h) 3 mm AF Hex Driver P/N EU253.100.00, i) Operations Manual P/N 00101-03-TM. Additionally, as part of the MEON Test Set a Laser Range Finder shall be delivered, which is contained in a separate case. Northrup Grumman is the sole designer of the software and the software loading mechanism within the tester. The Government intends to procure this equipment under the authority of 10 USC 2304 (c) (1) as implemented by FAR 6.302-1. Northrup Grumman is the only firm possessing the detailed knowledge, engineering expertise, aircraft integration information and technical data for all components involved. This synopsis constitutes the total solicitation. There will be on other formal Request for Proposal (RFP), or other information regarding this requirement. All responses must be submitted to the Naval Air Warfare Center Aircraft Division, Attn: Judith A. Dastis, Code: 25211, Bldg 562-2, Highway 547, Lakehurst, NJ 08733. All responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to open this requirement to competition. This notice of intent is not a request for competitive proposals. However, all proposals must be received within fifteen (15) days. Responses should reference N68335-02-R-0329. A determination not to compete this proposed procurement based on the responses to this notice is solely within the discretion of the Government.
