Description

This notice amends the pre-solicitation notice issued on July 19, 2002. This requirement has been reduced in scope. The Office of Personnel Management (OPM) is seeking contractors to perform services associated with the development of flexible spending benefit plans. OPM wishes to make Flexible Spending Accounts available to Federal employees and it seeks a contractor with expertise in the benefits consulting field with specialization in the establishment of flexible spending accounts on a large scale (such as for the Federal Government's Executive Branch). OPM seeks assistance in: a) assisting in developing a bidder list; b) providing technical program guidance during the procurement process for the selection of the Third Party Administrator; c) analyzing proposals received; d) conducting finalist interviews; e) conducting finalist on-site visits and preparing a review report; f) reviewing final offers and advising OPM on contract selection; g) assisting with implementation of the program. This is a one-time requirement. This is requirement has not been set-aside for small businesses. NAICS code for this requirement is 541611, Administrative Management and General Management Consulting Services. The small business size threshold for this NAICS code is a company with gross annual average sales of $6 million for the preceding three years. All responsible sources may submit an offer.
