Description
The Bureau of Engraving and Printing (BEP) is requesting quotations from vendors for paper, paperboard and fabric testing. THE STATEMENT OF WORK AND EVALUATION FACTORS ARE ATTACHED AS A FILE WITH RFQ-30(KD)-0001 IN FEDBIZOPPS. The training shall be performed at the BEP's Washington, DC facility and shall include the following: 1.) an overview of each test method; 2.) Demonstration of sample preparation per test method and the BEP specification; 3.) Demonstration of equipment operation and calibration per the instruments manufacturers instructions; 4.) Demonstration of sample analysis per the test method and the BEP specification; 5.) Hands-on training of each employee to perform each test using the corresponding instrument; 6.) Certification of each employee to perform each test using the corresponding instrument. The simplified acquisition procedures set forth in FAR Parts 12 and 13 shall be utilized to procure this requirement. This is a combined synopsis/solicitation. The solicitation information, including the Performance Work Statement and applicable form(s) are included as attachments to this synopsis. Staff qualifications and past performance are more important than other evaluation criteria, including price. A written request for quotation will not be issued. The North American Industry Classification System (NAICS) code is 611710 with a corresponding six (6) million dollars in average annual sales receipts. The Request for Quotation (RFQ) number is RFQ-30(KD)-0001. The resulting purchase order shall be firm fixed price. Award shall be made to the responsible quoter whose quote represents the best value to the Government. Technical factors are more important than price for this award. All interested sources are requested to submit a written quotation, which will be considered by the agency. Quotations may be made on a SF 18 or on company letterhead. Quotations shall include the RFQ number, the proposed unit price, the proposed extended price, any prompt payment discount terms, company name, points of contact, address, phone number, fax number, tax identification number, DUNS number, and size status (i.e., small business, disadvantaged business or woman owned business). If this item/service is available under GSA Schedule please provide the schedule number. Quotations are due on September 10, 2002, 3:00pm EST.
