Description
This is a combined synopsis/solicitation for commercial services and commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation WILL NOT be issued. Solicitation number M67004-02-Q-0053 applies and is issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-08.This procurement is being sought on an unrestricted basis, it is not a small business set-aside; any responsible source may submit an offer. NAICS 541614, SIC 8742, and Size $6M applies. We are seeking contractor services as a Third Party Logistics Provider. Performance will consist of all logistical support services necessary to acquire and deliver the various groups and classes of commercial items and equipment in the respective quantities that will be identified in a separate listing in MS Excel application referred to as POD 5 Data 1. The first sheet/tab titled SOO will provide more detailed description of the acquisition. The second sheet titled POD Data List (PDL) will identify the items the contractor is to provide. The third sheet requests information from the contractor. The PDL will reflect 7 categories consisting of Personal Protective Equipment, Detection Equipment, Decontamination Equipment, Communications, Medical Equipment, Search & Rescue Equipment, Logistics Operations, and Reference Materials. The POD 5 Data 1 will be posted to web site http://www.ala.usmc.mil/contracts/solicit/ for downloading. Items on the PDL reflect brand/manufacturer's name and part number. NO SUBSTITUTE is pe rmitted due to the intended purpose for and use of the items. All items will be quoted a unit price that will consist of a Firm Fixed FOB Destination Price that includes any and all cost of contractor services to the point of complete delivery. The Government's DESIRDED delivery date is complete delivery of all items 90 days after contract award. The PDL will allow the contractor to specify what the contractor's BEST delivery date is by line item. CONTRACTORS MUST SUBMIT A COMPLETED PDL AND ALL OTHER DATA REQUESTED HEREIN TO BE CONSIDERED FOR AWARD. PP&P will be standard commercial. Ship to for all items is M98892, National Logistics Center, Camp Smith Bldg 513 Bear Mountain Bridge Rd 6, Peekskill, NY, 10566. The intent is to make a single award to the responsible offeror whose offer is the most advantageous to the Government. However, the Government reserves the right to make multiple awards in the absence of two or more qualified offers quoting all or none. Evaluation will be made based on price, delivery, and past performance. Provision 52.212-1, Instructions to Offerors-Commercial applies. Provision 52.212-2, Evaluation-Commercial Items applies with relative importance being placed more on PAST PERFORMANCE (submit data for 3 same or similar type services performed) and DELIVERY than price. Offerors are required to submit a completed copy of the provision 52.212-3, Offeror Representations and Certifications-Commercial Items with offer. Quotes that are non-compliant with any material requirement of this solicitation may be rejected without further consideration for award. The contractor shall extend to the Government the full coverage of commercial sale warranty provided such warranty is available at no additional cost to the Government. The offeror shall provide its Commercial and Government Entity (CAGE) Code, Contracto r Establishment Code and Tax Identification Number. To be eligible for award you must be properly registered in the Government's Central Contractor Registration (CCR). Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-888-227-2423, or via the internet @ www.ccr.gov. If a change occurs in this requirement, only those offerors that respond to this announcement within the required time frame will be provided any changes/amendments and considered for future discussions and/or award. All responsible sources may submit an offer, which will be considered by the agency. All offers must be received by 4:30 P.M EST on 15 Oct 2002.
