Description
NA This is a synopsis in accordance with the FAR 13-Simplified Acquisition Procedures. The Government intends to award a time-and-material contract. The contract provides for acquiring services on the basis of direct labor hours at specified fixed hourly rates that include wages, overhead, general and administrative expenses, and profit and materials at cost, including, if appropriate, material handling costs as part of material costs. The applicable NAICS code for this requirement is 541330. The U.S. Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA has a requirement to provide environmental engineering and remediation support to Region 8 of the Environmental Protection Agency (EPA). Volpe Center support includes the prepara tion of technical documents, development of program management plans, environmental studies, and remediation projects. Currently the Volpe Center is supporting the EPA?s Libby Asbestos Project. In particular the Volpe Center is providing Remediation Support for the removal and disposal of asbestos contaminated soil, attic insulation, and indoor dust from residential Properties in Libby. The purpose of this contract is to provide appraisal support as part of the remediation effort at various residential and commercial properties in Libby, MT. Items located on the property that cannot be cleaned must be replaced. Prior to replacement these items must be or appraised by a certified appraiser. The contractor shall provide the personnel, materials and supplies to conduct the following tas ks: 1) Site Visit with Removal Contractor: The appraisal contractor shall complete a site walk with the removal contractor to view the items that cannot be cleaned. 2) Document Replacement Items: All items that cannot be cleaned will be assigned a unique identification number and will be assigned a new replacement value as well as a fair market value by the appraisal contractor. This information will be presented on an inventory ID sheet with item specifics and a picture of the item. 3) Summary Assessment Report and Appraisal Report: The appraisal contractor shall be responsible for assembling a summary assessment report for each residential/commercial property appraised. Each page of this assessment shall accurately and clearly represent the item(s) appraised. Each Summary Assessment Report shall have an Appraisal Report in the front of the document with a statement of authenticity, limiting conditions, appraiser qualifications, and a signature by the appraiser and a deliverable to the U.S. Government in the form of a Summary Assessment Report for each residence/commercial property with attached Appraisal Report. For proposal purposes, the appraisal contractor shall assume that the appraisal will take one day to perform. The government will notify the certified appraisal contractor one week prior to the need for the appraisal. The period of performance shall be through March 31, 2003. The solicitation and any documents related to this procurement will be available on the Internet on or about September 13, 2002. This notice is for informational purposes for Minority, Women-owned and Disadvantages Business Enterprises: The Department of Transportation (DOT), Office of Small Disadvantages Business Utilization (OSDBU), has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital assistance for transportation ? related contracts. Loans are available under the DOT Short ? Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
