Description

The Federal Bureau of Prisons; Northeast Regional Contracting Office, c/o FCI Otisville, NY is soliciting for Drug Abuse Counseling Services for the inmate population at the Federal Correctional Institution (FCI) - Allenwood, PA. The services required are estimated at eight hours per 50 weeks, during a normal workday (7:30a to 4:00p). The Contractor must have the Certified Addictions Counselor credentials from the Commonwealth of Pennsylvania and have at least five years experience in the treatment of substance abuse disorders. The services to be provided include, but are not limited to non-residential drug treatment , smoking cessation program services, administer questionnaires and interviews related to substance abuse disorders and treatment needs, respond to important treatment issues presented by the Drug Abuse Program Coordinator, keep accurate records of treatment activities in the Psychology Data System, develop and update treatment plans in individual and group treatment with 90 days treatment updates/progress reviews, provide adjunct drug treatment services as needed, to include drug education, relapse prevention, twelve step meetings, etc. and are to be performed at the Psychology Department of the FCI. The services will be performed inside the secure perimeter of the Federal Correctional Institution. The performance period will be the base year and the possibility of four option years. This is a small business set-aside, restricted to small businesses eligible to receive award. A security investigation/clearance is required. The solicitation will be available on or after September 10, 2002, and will be distributed through the General Services Administration?s Federal Business Opportunities web site http://www.fedbizopps.gov/. Hard copies of the solicitation document will not be available except in extreme circumstances AND only if issuance in this manner is determined to be in the Government?s best interest.
