Description
The Substance Abuse and Mental Health Services Administration, Center for Mental Health Services through the Acquisitions Branch, Program Support Center (PSC), intends to award a (12) month sole source simplified acquisition to The National mental Health Association, Alexandria, VA 22311. The purpose of this simplified acquisition is to engage state and local mental health substance abuse key stakeholders in active coalition building and planning for improved coordination of services for persons with co-occurring mental health and substance abuse disorders. Specific objectives are:1. To extend the dialogue about improved coordination of mental health and substance abuse treatment for persons with co-occurring disorders to a broad cross-section of key state and local stakeholders who need to participate in decision-making; 2. To translate scientific knowledge about evidence-based practices for treating co-occurring disorders for policy-oriented rather than clinical audiences; 3. To convene key stakeholders for the purpose of coalition building and information sharing; 4. to extend technical assistance to key stakeholders as they try to implement plans to better coordinate services; 5. to document lessons learned about coalition building and improving service coordination. This proposed requirement for which the Government intends to solicit only one source is under the authority of FAR 13.106-1(b). Interested concerns may identify their interest and submit a capability statement in a written narrative format detailing the concern's ability to meet the objectives of this requirement. Capability statement may be sent via fax to (301)443-8488. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is not a request for competitive proposals. No solicitation is available; therefore, requests for such document will be considered invalid responses. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. If no affirmative responses are received within 15 days from the date of this synopsis, the Contracting Officer will proceed with the award to the National Mental Health Association.
