Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information contained in this notice. This procurement is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. This solicitation document and incorporated provisions and clauses are those in effect through the September 2001 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2001-08. It is the intent of the National Institutes of Health (NIH), National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) to procure support services for the clinical transplant database, islet database, monkey database, islet imaging station and other computer-related issues from Henry M. Jackson Foundation, 1401 Rockville Pike, Suite 600, Rockville, MD 20852. The activities to be conducted under these categories concern those areas, which are a crossover between computer applications and clinical medicine, particularly organ transplantation. The ability to understand the medical environment along with the technical requirements is a major factor in accomplishing the tasks. The specific tasks are as follows and will be included in the Request for Quote (RFQ). The service will be for a Base Year with four (4) option years. Specifically, NIDDK requires the contractor to provide key personnel with degrees in both medical and computer related disciplines. In addition, the individual must have database experience, particularly with Microsoft FoxPro and Microsoft SQL. Task Area 1. NIDDK Transplantation and Autoimmunity Branch (TAB) Task 1. a. The Contractor shall provide technical support for the clinical database currently being implemented within TAB ("Teleresults"). The task requires familiarity with both medical and computer environments. The effort shall focus on (1) managing the overall direction of the program, (2) integrating the program with existing medical/research procedures, and (3) insuring a sound technical implementation. The effort involves extensive interaction with TAB medical personnel, NIH clinical laboratory services, TAB research personnel, the database vendor (Teleresults, Inc.), NIDDK computer support staff, and NIH Clinical Center computer support staff. In particular, the Contractor shall coordinate necessary computer-related activities with the NIDDK Computer Technology Branch. Task 1. b. The Contractor shall provide programming support for the Lab Grabber data retrieval tool currently in use by TAB. The effort shall focus on (1) meeting the clinical and research requirements of the clinicians, (2) maintaining compatibility with the main transplant database, (3) maintaining the current source code, and (4) modifying the source code in consultation with the user base. Task 1. c. The Contractor shall provide programming support for the Islet Database currently in joint use by TAB and the Department of Transfusion Medicine (DTM). The effort shall focus on (1) meeting the interface and data requirements of both DTM and TAB laboratory personnel, (2) insuring users' access to the current data sets, (3) maintaining the current source code, and (4) modifying the source code in consultation with the user base. Task 1. d. The Contractor shall provide programming support for the Monkey Transplantation Database currently in use by TAB. The effort shall focus on (1) insuring users' access to the current data sets, (2) maintaining the current source code, and (2) modifying the source code in consultation with the user base. Task 1. e. The Contractor shall provide support for the Islet Cell Imaging Station. This computerized microscope is to be used by TAB for the digital capture of both light and fluorescent microscopic images. The Contractor shall provide assistance to investigators for qualitative and quantitative analysis in accordance with the direction of the Project Officer. Task 1. f. The Contractor shall assist investigators with the use of application packages as necessary. For example, investigators frequently require assistance with the analysis of data and the transfer of the analysis to PowerPoint (or an equivalent presentation package). The Contractor shall provide such support on an ad-hoc basis as directed by the Project Officer. Included in this task is general technical consulting for TAB as directed by the Project Officer. Task 1. g. The Contractor shall assist with general computer or networking problems as directed by the Project Officer. Necessary coordination shall be maintained with the NIDDK Computer Technology Branch. TAB is currently located in AFRRI, National Naval Medical Center. There is a significant need for coverage in this area at AFRRI. It is anticipated the NIDDK Computer Technology Branch will absorb many of these functions when TAB moves to the main NIH campus. The Henry M. Jackson Foundation (The Foundation) has worked with the transplant database since its inception. The Foundation is familiar with the download link, laboratory test management, database structure, extra-program interfaces, and various other aspects necessary for continued operation of the database. In addition, the proposed vendor developed the custom program used by the NIH for research data retrieval for both the islet and monkey databases. The Foundation has been involved with the Teleresults project since the beginning. The Foundation is the developer of the other databases covered under the proposed contract. The proposed contractor brings cross-expertise in both scientific and computer fields. The Foundation Staff, who will perform these duties, has a Medical Degree (M.D.), which facilitates understanding the clinical environment, as well as an undergraduate degree in Engineering (B.S.E). They have extensive experience with the scientific requirements and computer needs to the TAB organization. NIDDK has determined that based upon their experience and expertise, The Foundation is the only source with the unique qualifications that can successfully accomplish the specified tasks. This notice of intent is not a request for competitive proposals however, all responses received, with 15 days from the date of publication of this synopsis will be considered by NIH. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely for the purpose of determining whether to conduct a competitive procurement. The contractor shall comply with all applicable Federal, State, and local laws, executive orders, rules and regulations applicable to its performance under this order.
