- This is a synopsis/non-competitive solicitation for a commercial item prepared in accordance with FAR 5.203, FAR 12.603 and FAR 13.105. THIS ANNOUNCEMENT CONSTITUTES THE ONLY NOTIFICATION OF THIS PURCHASE. NO OTHER SOLICITATION WILL BE ISSUED FOR THIS PURCHASE. The United State Department of Energy, National Energy Technology Laboratory (NETL) is purchasing the following items from PeopleSoft, Inc.: 1. Upgrade from MicroFocus Object COBOL 4.1 to server Express 2.x - 1 named user. 2. Support services for the above item. 3. Net Express 3.x for NT/Windows 2000 - 1 named user. 4. Support Services for Item 3. The MicroFocus COBOL compiler is the only COBOL compiler certified for use with PeopleSoft. PeopleSoft, as a reseller of MicroFocus, will provide a unique license model to PeopleSoft customers only. The PeopleSoft license model for the MicroFocus COBOL products is the only unlimited run time model. This provides a cost efficient alternative to licensing run time for each individual that has potential of generating a COBOL transaction, i.e. any employee using self-service applications. When licensed through PeopleSoft, the MicroFocus COBOL product is fully supported through the PeopleSoft Global Support Center, including both technical assistance as well as all upgrades, updates, patches or fixes.
