- The Department of Energy intends to award a purchase order to Mr. William Rasin, Easton, MD, under other than full and open competition, and in accordance with FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements on a sole-source basis. Mr. Raisin is the preferred choice to chair the Generation IV Economic Modeling Expert Group based on his participation as Co-Chairman of the Generation IV Evaluations Group. The selection of Mr. Rasin is based on recommendation by members of the General IV Roadmap Integration Team and the Nuclear Energy Advisory Committee as to his reputation in the nuclear industry, scientific accomplishments, creativity, and the ability to work with and lead other distinguished group members. The period of performance is 12 months. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
