- THIS IS A COMBINED SYNOPSIS AND SOLICITATION. The solicitation is posted on FedBizOpps. USDA Rural Development (RD) seek to enter into a Firm-Fixed-Price to provide: File Clerk/Courier. The Period of Performance is a base year and four (4) one year options. This solicitation is a small business set aside. Award will be made based on the following factors: Technical, Price and Past Performance. Proposals are due by 12:00 p.m. on September 6, 2002.
