- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. This solicitation document incorporates provisions and clauses which are in effect through Federal Acquisition Circular (FAC) 2001-08. The NAICS is 561439 and the Small Business Size Standard is $5 million. The General Services Administration, East Technical Service Center, West Technical Service Center, and Property Development Division intend to establish procedures for ordering printing services. The term of the contract shall be for a period of a one-year base contract with two-one year options. PRINTING REQUIREMENTS: Printing of Specifications (8 ? x 11) a. Per double sided specification page b. Per volume for card stock (2 pages card stock per volume) c. 3 hole punch specification pages b) Printing of Drawings a. Per square foot bond b. Mylar?s Per square foot c) Extra Services a. Rolling of specifications and drawings (per set) b. Preparation of specifications & drawings for shipment (per set prepared) (GSA will provide addresses) The above prices should include pick up and delivery expense, binding of specs and drawings (staples), and include a turn around time of 24 hours. The price of reprinting additional sets of specifications and drawings will be the same rate as those listed above. OTHER REQUIREMENTS: 1. A Digital Printer at 400 DPI Print Quality must be used to reproduce Copies. 2. Contractor is to have an office within the Kansas City Standard Metropolitan Statistic Area as of 7/18/02. (These counties include Johnson and Wyandotte Counties in Kansas and Cass, Clay, Jackson, Platte and Ray Counties in Missouri.) EXTENT OF OBLIGATION: This agreement is made in accordance with Federal Acquisition Regulation (FAR) 13.303, and General Services Administration Regulations GSAR 513.303, Blanket Purchase Agreements (BPA). This agreement does not obligate the Government to order or the Contractor to furnish any service except as agreed upon in connection with each individual GSA Form 50, Requisition for Reproduction Services issued under this Blanket Purchase Agreement. PURCHASE LIMITATION: The dollar amount for individual orders placed under this BPA shall not exceed $25,000; the sum of all orders placed under this agreement shall not exceed $70,000 per contact year. DELIVERY TICKETS: All orders placed under this BPA shall be accompanied by a delivery ticket or sales slip that contain the following information: ? Name of supplier ? BPA number ? Date of purchase ? Purchase number ? Itemized list of supplies or services furnished ? Quantity, unit price, and extension of each item ? Date of delivery or shipment ? Copy of GSA 50 INVOICES: Invoices (Delivery Tickets) will be paid through the Government Purchase Card. CLAUSES/PROVISIONS: The provisions at FAR 52.212-1, Instructions to Offers-Commercial; FAR 52.212-2, Evaluation-Commercial Items; FAR 52.212-3, Offeror Representations and Certifications-Commercial, Offer Representations and Certifications - Commercial Items, (NOTE - offers are to submit completed copy with their offer, clause is attached to this combined synopsis/solicitation); FAR 52.212-4, Contract Terms and Conditions, Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. FAR 52.212-2 -- EVALUATION -COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Contractors Past Performance:Type of printing projects completed over last three years (blue print, Mylar?s, Specification Packages, etc.).Ability to receive, process, and print electronic media. 2. Project Turn Around TimeAbility to furnish print request in time frame required.Ability to handle immediate requests and the resources available firm can utilize to accommodate such requests.The contractor shall prepare a narrative stating how they perform on the above stated evaluation factors. ________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________ Past performance and Project Turn Around Time, when combined, are approximately equal to the price evaluation factor. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The offeror agrees to perform the work required at the prices specified within the terms of this agreement, if this offer is accepted by the Government in writing within 15 calendar days after the date offers are due.
