Description
This is a combined synopsis/Request for Quotation (RFQ) for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation. Quotes are solicited with this notice. The quotation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 01-08. This acquisition is solicited as a 100% small business set aside. The Television-Audio Support Activity proposes to procure 2 ea. Editor, Digital Video Non-Linear. Part Number: NLE 2000 LX/MAX; Dual Athalon MP 2000+ processors; 512 MB ECC DDR-RAM; 178 GB internal storage (160GB video,13GB audio/graphics,5GB system); external ultra 2-wide SCSI connection; 40X12X40 CD-ReWriter w/ digital audio extraction; internal DVD recorder; 2ea 19in monitors; RS-232/RS422 converter; thermal/heat dissipating rackmount chassis; rack-mountable audio/video breakout boxes; External UPS; Studio monitor speakers w/amp; 2 ea real time DVE processors; native DV, DV25 (DVCPRO, DVCAM) and MPEG 2 real time 3-D DVE with hundreds of effects; real time export off the timeline and direct capture to MPEG-2 IBP for DVD production compositing engine two channels of YUV color correction; multi-format editing; real time chroma/luma keyers; real time alpha and opacity controls; real time frame based variable speed motion control; live video windows on desktop; MPEG-2 4:2:2P@ML and MP@ML transcoding; IEEE 1394 Firewire digital I/O; comes with the following software: Adobe Premiere 6.0, Inscriber CG, Boris FX, Ulead COOL 3D 2.5, Inscriber Video Clipboard, Adobe Photoshop LE 5.0, Sonic DVDit SE; 1 yr warranty; 6 months toll free phone technical support; On-site setup and operations training; 117 VAC 50/60 Hz. Mfgr is Specialized Communications. FOB destination to Fort Detrick, MD 21702. Delivery schedule requested is 60 days after receipt of order or sooner. The Brand name and part numbers have been identified as meeting or exceeding the Government's minimum requirements but are not established as standards upon which other offered brand named items will be evaluated. All responsible sources may submit a quote which shall be considered by the agency. Offeror's proposing to provide other than the requested item shall include specification data sufficient to enable the Government to determine the capability of the offered item to meet the specifications stated above. To be eligible to receive an award resulting from this quotation, contractor must be registered with the Central Contractor Registration (CCR) database, NO EXCEPTIONS. In order to register, you may apply through the internet at http://www.ccr.gov/, you must include your DUNS (Dun & Bradstreet) number in order to apply. Verification of CCR registration must accompany your quote. The following clauses and provisions apply to this acquisition: FAR 52.212-1 Instructions to Offerors-Commercial Items, 52.212-4, Contract Terms and Conditions-Commercial Items and 52-212-5 (Dev), Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, with the following sub-clauses: 52.222-21, 52-222-26, 52.222-35, 52.222-36, 52.222-37, 52.232-33. 52.233-4001 Agency Protests (Local Provision). DFARS 252.212-7001, with the following sub-clauses: 252.225-7001 and 252.225-7007. DFARS Clause 252.204-7004. FAR Provision 52.212-2, Evaluation-Commercial Items, also applies, with the Government?s evaluation criteria as follows: "The evaluation criteria for this solicitation will consist of lowest price, technically acceptable items." Offerors shall include a completed copy of the provisions at FAR 52.212-3 and DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items, with their offer.
