- This is a combined synopsis/Request for Quotation (RFQ) for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation. Quotes are solicited with this notice. The quotation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 01-08. This acquisition is solicited as a 100% small business set aside. The Television-Audio Support Activity proposes to procure the following list of equipment: 0001- Part Number: S5007GPS; Noun: Drive System RF Field Strength; field measurement and documentation of narrow and wideband digital and analog signals; wireless; windows based; c/o: R-507 field strength meter, laptop computer, installed survey and spectrum display software, GPS receiver and active antenna, 12vdc to 120vac power inverter, housed in a carrying case; supplied accessories: Internal Nicad battery, AC power supply/charger, soft carrying case, extendable antenna, instruction manual and quick-start instructions; pwr rqmts: 12v DC or AC operated 120vac, 50/60hz. 0002 - Part Number: BC-BCB; Noun: Block Converter; low frequency: 0.3 to 3mhz; f/u/w/ Z Technology S5007GPS drive test system. 0003 - Part Number: AA-2; Noun: Monopole Antenna; calibrated; freq range: 0.3-60mhz; input impedance: 50 ohm; rod length: 8.5-43-in; f/u/w Z technology model S5007GPS drive test system. 0004 - Part Number: AA-TV/OPT M; Noun: Dipole Antenna; calibrated; VHF and UHF; tuned for TV channels; option M: Magnetic mount system; f/u/w Z technology model S5007GPS drive test system. NOTE: all items are designed to work together as a system. Any alternative items submitted must fully interact with system. Mfgr: Z-Technology, Inc. FOB destination to Washington D.C. 20373. Delivery schedule requested is 60 days after receipt of order or sooner. The Brand name and part numbers have been identified as meeting or exceeding the Government?s minimum requirements but are not established as standards upon which other offered brand named items will be evaluated. All responsible sources may submit a quote which shall be considered by the agency. Offeror?s proposing to provide other than the requested item shall include specification data sufficient to enable the Government to determine the capability of the offered item to meet the specifications stated above. All responses to this notice must make reference to quotation number MDA112-02-T-0050. The NAICS Code for this acquisition is 334220, size standard 750 employees. To be eligible to receive an award resulting from this quotation, contractor must be registered with the Central Contractor Registration (CCR) database, NO EXCEPTIONS. In order to register, you may apply through the internet at http://www.ccr.gov/, you must include your DUNS (Dun & Bradstreet) number in order to apply. Verification of CCR registration must accompany your quote. The following clauses and provisions apply to this acquisition: FAR 52.212-1 Instructions to Offerors-Commercial Items, 52.212-4, Contract Terms and Conditions-Commercial Items and 52-212-5 (Dev), Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, with the following sub-clauses: 52.222-21, 52-222-26, 52.222-35, 52.222-36, 52.222-37, 52.232-33. FAR 52.233-4001 Agency Protests. DFARS 252.212-7001, with the following sub-clauses: 252.225-7001 and 252.225-7007. DFARS Clause 252.204-7004 FAR Provision 52.212-2, Evaluation-Commercial Items, also applies, with the Government?s evaluation criteria as follows: ?The evaluation criteria for this solicitation will consist of lowest price, technically acceptable items.?. Offerors shall include a completed copy of the provisions at FAR 52.212-3 and DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items, with their offer. In accordance with Provision 52.252-1, the text of all clauses referenced herein may be downloaded from one of the following Government web sites: http://www.arnet.gov/far; http://farsite.hill.af.mil; http://www.dtic.mil/dfars . Quotes must be submitted by 4:00 PM Pacific time , 03 Sept 02. Failure to provide any of the documents requested in this notice may render your quote unacceptable and ineligible for an award.
