Description
The U.S. Nuclear Regulatory Commission intends to negotiate a sole source purchase order with the Institute for Regulatory Sciences (RSI) to provide a Peer Review of Radionuclide Transport in the Environment: Research Program Plan March 2002. The NRC has written a program plan for its research on radionuclide transport in the environment. The emphasis of the plan is on subsurface radionuclide transport issues that have to be considered in the NRC's regulation of decommissioning facilities, uranium recovery facilities, and low and high level radioactive waste disposal. The plan was reviewed by many NRC staff, consultants, and experts. Several commenters recommended that the plan receive a formal peer review. RSI has 16 years of experience organizing and coordinating anonymous peer reviews using qualified individuals to provide unbiased review of Federal environmental, engineering, and research programs. This is a unique characteristic of RSI. The period of performance of this effort is 4 months. The proposed contract action is for technical assistance for which the Government intends to solicit and negotiate with only one source under the authority of FAR Part 13. This notice of intent is not a request for competitive quotations. However, all capability statements received by September 6, 2002, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
