Description

17.DESCRIPTION/SPECIFICATIONS: This is a sources sought synopsis in support of the FISC Puget Sound, A-76 Commercial Activities Study, involving Material Support. The effort involves the performance of managing files and maintaining data, processing requisitions, providing inventory management, tracking repairable materials, providing technical services and other related services. A substantial portion of this work will consist of providing on-site management, operation and/or use of Government provided computer systems such as the following: Uniform Automated Data Processing System-Stock Points (UADPS-SP); Material Access Technology (MAT); UADPS-SP Controlled Exception Processing (UCEPS); Pre-Processor Module (PPM); Submarine Logistics Database West (SLDB); Trident Planned Equipment Replacement (TRIPER) Maintenance and Reporting; Cross Reference File (CRF); Automated Coordinated Shipboard Allowance List (COSAL) Tracking System (ACTS), ACTS Other Procurement, Navy (OPN), ACTS Shipbuilding and Conversion, Navy (SCN) and Automated COSAL Tracking System International Logistics (ACTS-IL); Technical Information Procurement Systems (TIPS); Automation of Procurement and Accounting Data Entry (APADE) Off-line (AOL);Issue/Receipt Restriction Database (I/RRD); Receipt Problem Database (RPD); Procurement Desktop - Defense (PD2); Classified Arms, Ammunition and Explosives Tracking (CAT); and Material Requirements (MRQT). The primary work locations will be at the Bangor and Bremerton, WA sites. Service will be required at multiple areas within each site. The work involved does not include any Physical Distribution, Transportation or Warehousing. The acquisition will be solicited on a Firm Fixed Price basis, for a base year and 4 option years. A separate phase-in period will be required. FISC Puget Sound intends to issue the acquisition as a 100% small business set-aside, under the NAICS code of 541513 - Computer Facilities Management Services, size standard $21.0 M. In accordance with OMB Circular A-76, the offer determined to represent the best value to the Government will be compared to the Government's proposal to perform said services. This pre-procurement action is being conducted under Commercial Activity OMB A-76 cost comparison guidelines. Small businesses meeting this size standard who may be interested in submitting a proposal for these services, shall provide the Contracting Officer a statement of capabilities. This statement shall not exceed 2 pages in length and shall indicate the contractor's ability to satisfy the Government's requirements as stated in this synopsis. This A-76 Study was formally announced in July 2000. The announcement, which lists the original number of civilian positions under study, can be found by accessing the Navy Strategic Sourcing web site at "http://help.n4.hq.navy.mil". After accessing the web site, 1) Click on "Announced Navy Studies" (under the Program Status section); 2) Click on "FY00 July 17, 2000"; and 3) Under the "Choose the Activity Block", scroll down to "FISC Puget Sound", and click on "Search Activities". Of the 337 announced positions, 100 positions are involved with this Material Support Study (Codes S000B, S731, T813D, T801G, Y000C, Y510, Y650, Y000D, U800, Y000B). Responses shall be mailed to the Contracting Officer at the following address: Contracting Officer, Code 201.1AR, FISC Puget Sound, 467 W Street, Bremerton, WA 98314. All responses shall be submitted no later than 06 Sept 2002.
