- Purpose: The purpose of this study is to develop recommendations for improving the Department of Defense Science and Technology program. The contractor will, as part of this study, address the following goals: 1. Documents like S&T trends and their impacts on national security over the next 20 years; 2. Develop recommendations to optimize governmental employment of S&T in decision-making and influence of S&T research; 3. Deliver a proposed national security S&T strategy, enabling policies, and implementation plan; 4. Consider effects of and influence on foreign R&D - European Perspective The contractor will utilize various data sources in the completion of this study including: internal and external publications; advisory panels (private and public sector advisors; may include representatives from sponsoring agencies); seminars; and interviews and questionnaires. Deliverables: There will be five deliverables associated with this study. The Office of the Deputy Under Secretary of Defense (Science and Technology) shall be included on the distribution of study documentation, briefings and information. 1. Four progress briefings. 2. A conference to augment study research (9 months ARO) 3. An interim report and briefing (11 months ARO) 4. A final report and briefing (12 months ARO) 5. An implementation plan (12 months ARO) Period of Performance: The period of performance for this effort is twelve months. (Note: Scheduling of final briefing may necessitate an extension to the period of performance for this purchase order). ***It is the intent of this contracting agency to issue a sole source award to the Potomac Institute of Policy Studies for this requirement.
