- The Navy has a requirement for the Evolved SEASPARROW Missile (ESSM) Launching System (ELS) for compatibility with MK 57 NATO SEASPARROW Missile System (NSSMS), as installed in USN CV/CVN Class Ships, and LHD Class Ships. The Navy plans to issue a formal Request for Proposal (RFP) on or about 22 August 2002. Additionally, the RFP will include requirements for related engineering services and Provisioned Items, and will include options for production systems. The Navy plans to require proposals 45 days after issuance of the RFP. A bidder's list has been established based on industry response to Special Notices previously published in the FedBizOps on 16 April, 29 May, 7 June, 21 June and 13 August 2002. In order to enhance contracting and subcontracting opportunities, the bidder's list will be available on the INTERNET using the filename "ELS BIDDERS LIST". This annou ncement should not be construed as a commitment or authorization to incur any costs in anticipation of a contract award. This information is subject to modification and in no way binds the Government to award a contract. Performance of this effort is not authorized for release to foreign contractors; however, foreign contractors may act as subcontractors to U.S. primes.
